    The present article in its first section is a literature review of the policies, studies and legal regulations implemented by the country's central education agency to ensure an inclusive, equitable and quality education, which promotes learning opportunities for all. And in a second contribution it aims to analyze the processes of professional teacher development and their influence in the incorporation of an inclusive culture of the Educational Unit "Ambato", an educational institution emblematic of the province of Tungurahua that welcomes students from different areas urban and rural, where students with special educational needs have been identified, associated or not with a disability. Reason why the research has the purpose of clarifying the influence of these elements in the learning process of the students, for the effect was taken as a reference the quality standards of the country that incorporates these two resignations within its elements of evaluation, finally the results are discussed and some conclusions and recommendations are made by way of reflection.

    Concern about the quality of education worldwide has been a constant from the process of institutionalization of public education and mass since the late eighteenth century. The universalization of the evaluation of learning, according to the same criteria and practices, and the growing interest of states to coopt mass education and fleshing out national education systems are two expressions of this fact. But the issue of quality of education, following the cultural dynamics globally are triggered in the last decades of the twentieth century, acquires a series of particular nuances that make it more complex and in need of a treatment in which converge dimensions such as economic, political, philosophical, curricular and, of course, teaching. Education in Ecuador currently focuses on standardized objectives that the evidence in the output profile of the student stipulated in the educational legal framework and quality standards raised based on the demands of the global socio-economic and cultural society of the XXI century This reality creates the need to propose a methodological guide that encourages collaborative work, and encourage strategic learning of students in third year of high school, who in rendering a standardized test that gives you the opportunity to obtain a quota entering the public university must achieve high, same scores that must be the product of a comprehensive training in the school, the ability to learn to learn and undertake projects personal and professional life that promotes quality not only of education but lifetime.

    Los reactivos de evaluación y la calidad educativa en los estudiantes de la Unidad Educativa las Américas

    The main objective is to analyze the evaluation reagents and the educational quality in the eighth, ninth and tenth grade elementary students of the morning section, for which the problem was little known through exploratory research, then described The behavior in the context by means of the descriptive investigation and finally to be able to see the incidence of the one variable with the other. The information was collected through structured instruments such as the survey of teachers and students, which allowed conclusions and recommendations to be drawn up, which resulted in teachers failing to correctly apply the evaluation reagents. Corrective in order to guarantee the educational quality in the students, and in this way to be able to obtain a better progress within the institution and in this way to have to reach the success and development in each one of them.
