Item El derecho de participación ciudadana y el plan parroquial de desarrollo de GAD Poaló(Universidad Técnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2025-03-27) Muso Lasinquiza, Jhonny Fabián; Guerrero Zuñiga, Edison RamiroIn Ecuador, the Organic Code of Territorial Organization, Autonomy and Decentralization establishes the right of citizen participation as a transversal axis at the time of formulating the parish development plan, however, the ephemeral participation of citizens has led the parish authorities to establish development plans different from the realities of their jurisdiction, a situation that is worrying for the fulfillment of goals and objectives. In this sense, the objective of the research is to carry out an evaluation that allows us to appreciate how the right of citizen participation affects the parish development plan of the GAD Poaló. To this end, the type of descriptive research is applied that determines and details the importance of citizen participation in the elaboration of the development plan, applying a mixed methodology based on a qualitative study and then establishing statistical data in a quantitative way. In this way, this study is framed within the line of research of public policies, law and society. This leads to establishing as a main result that citizen participation in the Poaló parish is scarce due to the fact that the parish authorities have not established spaces for participation in planning, as well as the deep-rooted representativeness that exists on the part of the neighborhood presidents and community representatives, preventing other social sectors from being included in the planning process, constituting a weakening of citizen power. Concluding that rural parish governments have the obligation to strengthen the participation of citizens and by means of normative acts to regulate the instances of participation so that historically excluded groups are part of the planning and to build a parish plan of efficient development aimed at creating progress in rural areas, seeking equal opportunities and the improvement of the quality of life.Item La justicia abierta en el sistema judicial ecuatoriano: necesidad de su aplicación para la legitimidad institucional y la confianza ciudadana(Universidad Tècnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2024-08) Parra Lescano, Alex Mauricio; Montero Solano, Juan PabloOpen Justice in Ecuador is an approach that seeks to strengthen institutional legitimacy and public trust in the judicial system. This concept is based on transparency, participation, and collaboration, essential pillars for a judicial system that aims to be fair and accessible to all citizens. The implementation of Open Justice can improve public perception of the impartiality and effectiveness of the judicial system, thereby reducing the prevalent distrust and skepticism. From a qualitative perspective, the research has focused on interviews and focus groups with judges, lawyers, academics, and citizens. These data have revealed that the lack of transparency and the perception of corruption are key factors undermining trust in the judicial system. Participants highlighted the need for more open access to judicial information and the inclusion of citizen participation mechanisms in judicial processes. These findings suggest that the implementation of Open Justice policies could be a fundamental step in improving the public perception of the judicial system in Ecuador. In the quantitative realm, surveys and statistical data related to the perception of justice in Ecuador have been analyzed. The results show that a significant percentage of the population does not trust the judicial system, citing lack of transparency and inefficiency as major issues. Additionally, the data indicate that the implementation of Open Justice measures, such as the online publication of rulings and the holding of public hearings, could have a positive impact on the perception of institutional legitimacyItem Empoderamiento en la participacion ciudadana de los representantes estudiantiles universitarios(Universidad Tècnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Trabajo Social, 2024-02) Tarco Toapanta, Jenifer Estefania; Torres Carrillo, Silvia SusanaThe qualitative study focused on exploring the perceptions and experiences of 16 members of the Honorable University Council to gain an in-depth understanding of their involvement and perspectives regarding the dynamics of empowerment in the university environment. Validation of the interview questions was carried out by university professors specialized in the subject to ensure the relevance and effectiveness of the topics addressed during the interview.The overall objective was to define empowerment in the civic participation of university student representatives, with specific goals of analyzing empowerment, determining factors contributing to civic participation, and proposing alternatives to optimize empowerment in the civic participation of university student representatives.The instrument consisted of two sections: a general data section and another with 16 questions distributed in two categories: empowerment and civic participation. Individual interviews were conducted with each participant, recorded in digital format for subsequent transcription. Data analysis was carried out manually, organizing and coding the information obtained from the interviews. The population of interest comprised 16 student participants from the Honorable University Council, and a non-probabilistic judgment criterion sampling was used to select participants.The research concluded that the empowerment of student representatives is linked to self-confidence and the support of their environment. The leadership ability, informed decision-making, and active participation of student representatives in initiatives seeking positive changes within the university and society at large were highlighted. On the other hand, civic participation motivates individuals to activate themselves to preserve and ensure their political, social, and cultural rights. Representatives acknowledge the importance of civic participation in generating significant changesItem La delincuencia juvenil y su incidencia en la seguridad pública(Universidad Tècnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2023-09) Jara Abad, Cynthia Vanessa; Tite, Segundo RamiroThe present research work covers juvenile delinquency as a social problem, which from the legal point of view includes the development of criminal activities typified as offenses within the criminal law by young people, since it is a phenomenon that develops in groups and is marked by the ages of its members. In Ecuador, the current growth of juvenile delinquency affects the whole society, since there are more and more minors involved in criminal behavior, driven by the criminality and insecurity crisis that the country is going through. Therefore, it is necessary to create public policies to counteract the growth of juvenile delinquency in the territory by addressing the conditions of risk and strengthening the public security system at the national level. For which, a methodological path was undertaken that starts from the descriptive level, with a documentary research modality that required an inductive - deductive method and with a quantitative approach. This approach was based on the application of surveys to legal professionals, with which it was possible to establish their perception of the subject and fulfill the purpose of the research. The nature of the study requires a line of research located in the field of Public Policy, Law and Society. Therefore, the proposal is marked by the creation of a specific citizen security plan for the attention of young people and crime prevention, allowing citizen participation and promoting special crime prevention.Item Participación ciudadana y el rol del Trabajador Social(Universidad Tècnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Trabajo Social, 2023-03) Mayorga Quiroga, Ana Belén; Naranjo Ruiz, Viviana FidenciaThe descriptive research, aimed to determine citizen participation and the role of the social worker, the study was carried out with a population of 50 residents of the El Calvario - Pinllo neighborhood. Citizen participation and social work are concepts that have gained relevance over time. Citizen participation is the process by which citizens are part of the decision-making and development processes of the community. Regarding social work, it is the profession that starts from the social sciences and its objective is to promote social welfare based on human rights, being an important component that allows creating options for the full functioning of human, collective and individual capacities. To carry out the project, a methodology was carried out with a quantitative approach, a questionnaire previously evaluated through the Expert Judgment technique was applied, the questionnaire consists of 16 items, made up of 2 dimensions such as citizen participation and the role of the social worker; the feasibility was applied to 5 teachers from the Faculty of Jurisprudence and Social Sciences of the Technical University of Ambato, and it was calculated through Cronbach's Alpha in SPP. From where the conceptualizations and processes of the citizen participation mechanisms established in Ecuador were analyzed according to the Constitution established in 2008 and in the Organic Law of Citizen Participation. In the investigation carried out, it was possible to verify that there is a relationship between citizen participation and the role of the social worker and that they are part of local development. The investigation showed that the residents of the El Calvario neighborhood make use of the citizen participation mechanisms that are developed within the management of the Pinllo Parish GADItem La participación ciudadana en la construcción de políticas sociales para adultos mayores(Universidad Técnica de Ambato,Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2022-05) Panchi De Jesús, Erick Ariel; Espín Meléndez, María CristinaThe present study is part of the "Integrating project to improve the quality of life of the elderly in the locality of Tisaleo" where its main objective is to analyze citizen participation in the construction of social policies for the elderly in this locality. Thus, the importance of this research lies in the fact that, despite the existence of a broad normative framework regarding the rights of participation, the incidence in the elaboration of social policies is minimal. The methodology employed follows a mixed level of research, descriptive, correlational and explanatory, with a non-experimental design. The data was obtained through the design and application of surveys to older adults and interviews to specialists and public officials linked to the protection of the rights of older adults. Consequently, it is concluded that citizen participation influences the construction of social policies for older adults; however, the absence of spaces for participation, the lack of political will of the authorities and public institutions, added to the lack of knowledge of the Law, causes the failure to generate concerted social policies based on the social reality.Item La gobernabilidad y los métodos de participación ciudadana(Universidad Técnica de Ambato. Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2020-11) Gossmann Figueroa, Esther Grimanesa; Espin Meléndez, María CristinaThis paper emphasizes the importance of research on a truly relevant topic, since it is a key element in the development of participatory governance. The research involved a thorough analysis of national regulations for access and application of methods of citizen participation. As a result, the existence of general guidelines allowing access to such methods has been confirmed, since it empowers the Decentralized Municipal Autonomous Government of the canton of El Chaco to create an ordinance providing specific guidelines for their application. The methodology applied responds to the qualitative paradigm, through which an in-depth study is presented that explains one by one the methods of participation. The result is two statements: one about what these methods represent in theory and another that reflects the reality when applied in the canton of El Chaco. The present work, therefore, includes an analysis of real and updated data obtained through municipal decentralized autonomous government officials in the canton of El Chaco. In summary, the line of research contemplated the bibliographic-documentary and field modalities, supported at the exploratory, correlational and explanatory levels. All in all, it determined the creation and presentation of this novel work for the social sciences, whose purpose is to contribute through recommendations to the improvement of the citizen participation system, so that it becomes a real strength in the governance of the Decentralized Autonomous Municipal Government of the canton El Chaco.Item La representación política enel Ecuador y el Derecho de participación electoral(Universidad Técnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Derecho, 2019-11) Suárez Toapanta, Andrës Sebastián; Vayas Castro, Guillermo SantiagoThis research paper presents the importance and the need for future political representatives to prepare themselves in a better academic and professional level to hold positions of political representation; and in this way the number of political candidates in electoral campaign time is limited, so that those people who want to be political representatives access these positions complying with basic requirements indispensable for the present time such as academic training and experience. In addition, they can go through a contest that identifies the right people so that they can become political candidates at the national, provincial or cantonal level. At the beginning of this research, we analyze the history, doctrine of Ecuador and the Political Representation and the Law of Electoral Participation; For this, the qualitative paradigm has been used through field research, such as surveys and interviews, accompanied by descriptive research. Within the investigation it was found that the way in which people are accessing the Political Representation in Ecuador is not correct since a reform of the Democracy Code and the Constitution should be carried out in terms of the level of preparation of the candidates, hold a contest to limit the number of candidates and reduce the level of state investment towards political parties.Item La radio comunitaria y la gestión de espacios de participación de la nacionalidad Achuar de Pastaza(Universidad Técnica de Ambato, Facultad de Jurisprudencia y Ciencias Sociales, Carrera de Comunicación Social, 2018-11) Duche Chulco Johana Estefanía, Johana Estefanía; Naranjo Gamboa, Byron OrlandoThis research work allows an analysis of the forms of citizen participation that show the extent to which community radio becomes an instrument for managing participation spaces and how they generate involvement in the public affairs of the Achuar Nationality of the province of Pastaza. Faced with the current problem, it should be noted that the experiences of participatory communication continue to grow as a response to a situation in which the voices of others are denied or hidden by the mass media and community radio as an alternative means of communication allows us to understand that promoting participation in public affairs of the community generates a direct, committed and authentic involvement with the real needs of the environment to understand and improve it. Thus, generating communication content from the experiences of the population, is not only necessary, but is a right, both communicational and participatory.Item La educomunicación y la participación ciudadania de los jovenes en la Parroquia Urbana Pelileo Grande(2017-05) Tite Ojeda, Valeria Catalin; Viteri Torres, Walter FranciscoThis research is framed in promoting the citizen participation of the young people of the urban parish Pelileo Grande through the educommunication, because with their collaboration within the public management will be possible to achieve a local development. The media currently have a fundamental role in the development of society and therefore should help educate the population, especially the youth, so it is important to establish educational strategies that help young people to know their Participation in public management. Educommunication seeks to generate active, participatory and critical receivers of the messages emitted by the media, that is to say, to create a feedback between emitter and receiver (EMIREC). The voice is the best instrument of expression, because it has a suggestive power over the listeners, as long as you know how to use it, since, you have to know what is said and how you say it, that depends on the assertiveness of the message and La Radio as one of the mass media and the most used by young people, it is important to implement an educational strategy, which contribute to the creation of spaces and educational content focused on young people. Reason why, this medium will be used as a tool to generate educational contents in which the rights and mechanisms of participation are made known.
