    EXECUTIVE SUMMARY The investigation was carried out in the parking lot of the main building of the Municipal GAD of Ambato. It began with the identification of the jobs that are directly related being these: the guardianship, the area of drivers and the security console. Analysis determining that the concentrations of carbon monoxide (CO) is a product of the combustion of vehicles, CO measurement was done about fifteen minutes in the morning from 8:00 to 9:00, at noon from 12: 30 to 13:30 and in the afternoon from 15:45 to 16:45 in each work place, giving as measured value the highest of 18.8 ppm in the console operator work place in the morning time, considered As Tolerable. Carboxyhemoglobin (COHb) tests were also carried out on the four workers belonging to the safety console, since they remained in their workplace for 8 hours, unlike the guards who are rotating personnel, since they do not belong to The payroll of municipal workers and drivers do not remain permanently in the parking lot. The results of these tests showed a value of 2.16% of a smoker, but nevertheless it is not a high value compared to the levels of COHb to be attributed to concentrations of CO in the blood, however, in the survey carried out It is established that most of the workers present slight symptoms, finally taking into consideration the results of the applied techniques, it is established the redesign of the ventilation system as the main measure of solution to the concentrations of CO generated by the motor vehicles.

    Reconocimeinto de placas vehiculares mediante procesamiento de imágenes para optimizar el acceso a los parqueaderos de la UTA, Campus Huachi

    En el presente proyecto de investigación se crea una aplicación de reconocimiento de placas vehiculares mediante técnicas de procesamiento de imágenes. El proceso de imágenes es mucho más que una simple transformación de escala de grises o binaria. En el contexto de este trabajo este proceso ha constituido transformaciones sistemáticas de la imagen en escala de grises a imagen binaria (blanco/negro), realizada con diferentes rangos de intensidad, y posteriormente se realiza un análisis de partículas con la intención de encontrar las coordenadas de la placa vehicular como un objeto dentro de la imagen total. Cuando se obtiene las coordenadas de la pequeña imagen de la placa se aplica el OCR (Reconocimiento Óptico de caracteres), con plantillas de letras anteriormente introducidas en la aplicación, lo que da como resultado una cadena de caracteres con los números y letras de la placa del vehículo. Con los datos de la placa se realiza un control de ingreso, y si el vehículo está registrado como usuario del Sistema de Control de Ingreso Vehicular de la UTA Campus Huachi, la aplicación envía la instrucción de abrirse a las barreras de ingreso o salida a través de una interfaz de control electrónico para su reconocimiento.
