    Los procesos administrativos y su incidencia en la gestión institucional del gobierno autónomo descentralizado parroquial rural de Tarqui

    This research has aimed at determining the administrative processes and their impact on institutional management of GAD Parish Rural Tarqui, the problem affects poor management, current established processes cause delay to the true fulfillment of work plans, basic services, procurement of studies , consulting, services and infrastructure, is characterized by the absence of a genuine system of extremely important planning an indispensable tool, we consider the current institutional situation, internal and external factors that may influence the achievement of goals and objectives, meaning that helps us decide in advance what to do, who have to, and as you must do this. It is based on the Constitution of Ecuador, COOTAD, LONCP, is character of association, descriptive, field, bibliographical or documentary, quantitatively and qualitatively, the sample population is made up of five officers and 25 community leaders. Arises as a proposal to design a strategic plan for the institutional management of administrative processes for GAD Parish Tarqui, administrators propose strategic planning as a process for making decisions and achieve the desired future, this will allow the GAD Parish Tarqui prepare to face situations that arise in the future through a situational analysis, institute a corporate philosophy and define objectives, goals aims to achieve the Parish Government, establishing policies, actions and resources as well as human talent, economic, material for operation and thus efficient, effective management for a better quality of life and work for the good life

    Gestión institucional y la restitución de los derechos de los niños y adolescentes de la Fundación Jardín del Eden

    This study was carried out in Jardín del Edén Foundation, a non-governmental organization that works with the method of institutional care of children and adolescents whose rights have been violated and who are in a situation of risk. This institution is located in the province of Cotopaxi in the city of Salcedo in the parish of Panzaleo. It has space to receive 60 children and adolescents that are temporarily or permanently deprived of their family environment in order to protect their best interest. The institution is currently going through a problem concerning the delay in the restitution of rights of its beneficiary population due to limited inter-institutional management. This is the reason why it has beendeemed necessary to carry out a study structured by two variables, independent and dependent, which are inter-related, andhas given rise to the topic: “INSTITUTIONAL MANAGEMENT AND THE RESTITUTION OF RIGHTS FOR CHILDREN AND ADOLESCENTS IN JARDÍN DEL EDÉN FOUNDATION”. The aim of the study is to analyze the way that institutional management influences the restitution of rights for children and adolescents and their importance for a social insertion that is founded in the comprehensive protection system where the enforcement of compliance of their rights is demanded. In the current Code for Children and Adolescents, it talks to us about the rights that boys and girls have and it tells us emphatically that they include identity and identification, food, health, education, information, care, clothing, a home, transportation as well as culture. The institution’s administration and technical team work in the tasks entrusted in them, however, it has been observed that there is a lack of staff in order to develop institutional management which will compliment a comprehensive social network of the restitution of rights. Thedelayed release of causes in the Family, Woman, Child and Adolescents Judicial Unit is one of the factors that greatly encourage the institutionalization of children and adolescents since long periods of stay in the institutions are created and provoke attachment and reliance on the institutions

    “Procesos administrativos del Gobierno Autónomo Descentralizado Parroquial Rural de Madre Tierra de la Provincia de Pastaza Cantón Mera, y su incidencia en la Gestión Institucional”

    La presente investigación tiene como fin determinar los procesos administrativos del Gobierno Autónomo Descentralizado Parroquial Rural de Madre Tierra de la, provincia de Pastaza cantón Mera y su incidencia en la gestión institucional, el problema incide en una inadecuada gestión institucional, lo que ocasiona un retraso en el cumplimiento de los planes de trabajo y contratación de obras, se caracteriza por: la ausencia de un verdadero sistema de planificación, son de suma importancia, ya que constituyen una herramienta indispensable para el eficiente funcionamiento y registro de las actividades del GAD. Se fundamenta por la constitución del Ecuador, es de carácter de asociación, descriptiva, de campo, bibliográfico o documental, de cuantitativa y cualitativa, la población muestra está constituida por 3 administrativos, 5 directivos y 25 dirigentes comunitarios, quienes se les aplico una encuesta de preguntas cerradas. Con los siguientes resultados, el 40% manifiestan que están poco de acuerdo con los objetivos estratégicos formulados por el GAD Parroquial de Madre tierra, mientras que el 20% afirma estar totalmente de acuerdo. Con relación si el servicio brindado por el personal de la institución es de calidad, el 4% contestó Totalmente en desacuerdo, el 23% está Poco de acuerdo, el 23% en cambio menciono De acuerdo, el 20% respondió Bastante de acuerdo, el 30% considera estar Totalmente de acuerdo, no se cuenta con un plan de capacitación para los directivos y personal administrativo, según más del 50% de los encuestados, si las metas se fijaron adecuadamente y son posibles de cumplir, el 10% contestó que está Totalmente en desacuerdo, el 33% está Poco de acuerdo. Se obtuvieron como resultados los siguientes: los procesos administrativos tienen incidencia en la gestión institucional del Gobierno Autónomo Descentralizado Parroquial Rural de Madre Tierra del cantón Mera, pues es esencial establecer claros procedimientos, normas y reglas, existe una amplia utilización de planes operativos y presupuestos para obras y proyectos, los cuales no son controlados en base a actividades claras para satisfacer oportunamente los requisitos de los habitantes. Se plantea como propuesta diseñar un plan estratégico para la gestión institucional de procesos administrativos para el Gobierno Autónomo Descentralizado Parroquial Rural de Madre Tierra del cantón Mera, provincia de Pastaza
