Carrera de Ingeniería Industrial.The reliability of the results issued by quality control laboratories is essential for protecting public health and ensuring proper water resource management. To guarantee this reliability, implementing a management system under the NTE INEN-ISO/IEC 17025:2018 standard is an effective strategy for standardizing laboratory activities and ensuring the quality of tests and calibrations. Therefore, the objective of this research was to design a quality management system aligned with the requirements established by the standard for the GAD Pelileo Drinking Water Quality Control Laboratory. This study was developed using a bibliographic, applied, and field approach. The applied research allowed procedures and records to be structured according to the requirements of the standard; the document review facilitated the regulatory analysis and the development of the theoretical framework; and the fieldwork facilitated the assessment of the laboratory's initial situation. The initial diagnosis was based on the SAE self-assessment questionnaire, which considers the requirements of NTE INEN – ISO/IEC 17025:2018, as well as the identification of the laboratory's current processes and operational needs. Based on the results obtained, a quality manual, procedures manual, process characterization, risk matrix, and process map were designed, comprising a total of 9 processes and 26 procedures, which establish the necessary guidelines to improve the technical competence of the laboratory in line with the requirements established by the standard.
