| Resumen : | El presente trabajo de investigación indaga en la estructura organizacional del Gobierno Autónomo Descentralizado Municipal del cantón Santa Clara y cómo afecta la optimización de los procesos administrativos, cuyo objetivo general fue Determinar las falencias dentro de la estructura organizacional del Gobierno Autónomo Descentralizado Municipal de Santa Clara y su incidencia en la optimización de los procesos administrativos. Para el desarrollo del trabajo se empezó por un recorrido teórico sobre lo que conlleva el Servicio Público, la estructura organizacional, la optimización de procesos y otros temas relacionados. Así mismo, para la obtención de información se realiza un recorrido bibliográfico en varias fuentes que abordan la temática del estudio. Se aplicó un enfoque cuantitativo, en el cual la información recolectada se empleó para probar la hipótesis planteada. Para la investigación de campo se utilizan métodos como la observación directa, la encuesta y el cuestionario; en donde la población estuvo representada por 100 usuarios que acuden al GAD de la ciudad de Santa Clara en busca de solución a un proceso, y respecto a la muestra se consideró a la misma población por ser finita. Para procesar la información recolectada al aplicar las técnicas e instrumentos respectivos, se utilizó el software SPSS Los resultados encontrados indican que, además de los problemas en la realización de los procedimientos administrativos, existen problemas con el personal, siendo los primeros productos de lo segundo. La principal conclusión es que las falencias en la estructura organizacional si inciden de manera considerable en la optimización de los procesos. Finalmente, se recomendó que se debe capacitar más al personal en el ámbito de sus funciones y que se deben tomar medidas firmes para hacer cumplir la estructura organizacional del GAD Municipal de Santa Clara, para así brindar una mejor atención a la ciudadanía. Por lo tanto es importante diseñar un manual de organización que ayude instruir a los miembros que conforman el GAD Municipal. |
| Descripción : | This research work investigates the organizational structure of the Autonomous Decentralized Municipal Government of Santa Clara and how it affects the optimization of administrative processes, whose general objective was to determine the shortcomings within the organizational structure of the Municipal Decentralized Autonomous Government of Santa Clara and its impact on the optimization of administrative processes. For the development of the work, a theoretical journey began about what the Public Service entails, the organizational structure, the optimization of processes and other related topics. Likewise, to obtain information, a bibliographic review is carried out in various sources that address the subject of the study. A quantitative approach was applied, in which the collected information was used to test the proposed hypothesis. For field research, methods such as direct observation, survey and questionnaire are used; where the population was represented by 100 users who go to the GAD of the city of Santa Clara in search of a solution to a process, and with respect to the sample, the same population was considered because it is finite. To process the information collected by applying the respective techniques and instruments, the SPSS software was used. The results found indicate that, in addition to the problems in carrying out administrative procedures, there are problems with the personnel, the former being the product of the latter. The main conclusion is that the shortcomings in the organizational structure do have a considerable impact on the optimization of processes. Finally, it was recommended that personnel should receive more training in their functions and that firm measures should be taken to enforce the organizational structure of the Municipal Government of Santa Clara, in order to provide better service to the citizens. Therefore, it is important to design an organization manual that helps instruct the members that make up the Municipal GAD. |
