Abstract: La presente investigación se enfoca en investigar el funcionamiento de las diferentes áreas financieras del GAD Municipal del Cantón Baños acantonado en la provincia de Tungurahua. La problemática nace principalmente por la falta de estructura orgánica funcional dentro de la institución que afecta a su normal funcionamiento ya que no se pueden administrar adecuadamente los recursos financieros asignados. Se planteó como objetivo principal levantar un modelo de gestión de procesos en el departamento financiero con la finalidad de agilizar trámites, tareas y actividades para satisfacer las necesidades de los usuarios. Para lo cual se utilizó una metodología descriptiva basada en la observación y entrevistas con los funcionarios de la institución, de la cual se pudo determinar un mapa de procesos basado en 4 procesos principales; la gestión financiera, contabilidad y presupuesto, rentas y tesorería, estos procesos son direccionados por un Jefe Financiero y apoyados por un proceso de recursos humanos los cuales interactúan entre sí con finalidad es la planificar y ejecutar el actividades financieras del Cantón. Una vez establecido los procesos se utilizó la herramienta informática Bonita Soft para el diseño e implementación del flujo de actividades que genera cada departamento. Esta herramienta permitió obtener una aplicación sólida capaz de gestionar adecuadamente los procesos del departamento financiero, finalmente se realizó una comparación de los procesos manuales y los procesos automatizados que arrojaron como resultado que la reducción de tiempos y recursos mejoran la funcionalidad del departamento. ABSTRACT This research focuses on investigating the operation of the different financial areas of the Municipal GAD of the Cantón Baños cantonado in the province of Tungurahua. The problem arises mainly due to the lack of functional organizational structure within the institution that affects its normal functioning since the assigned financial resources cannot be properly managed. The main objective was to raise a process management model in the financial department in order to expedite procedures, tasks and activities to meet the needs of users. For which a descriptive methodology based on observation and interviews with the institution's officials was used, from which a process map based on 4 main processes could be determined; financial management, accounting and budget, income and treasury, these processes are directed by a Chief Financial Officer and supported by a human resources process which interact with each other for the purpose of planning and executing the financial activities of the Canton. Once the processes were established, the Bonita Soft software tool was used through for the design and implementation of the flow of activities generated by each department. This tool allowed to obtain a solid application capable of properly managing the processes of the financial department, finally a comparison was made of the manual processes and the automated processes that resulted in the reduction of time and resources improving the functionality of the department.
