    El derecho a la resistencia y los delitos contra la estructura del estado constitucional

    This research work seeks to know how the exercise of the right to social resistance recognized in the Constitution of the Republic in article 98, has put citizen security and the structure of the constitutional State at risk through the commission of serious crimes typified in the Organic Code Integra Penal. This is due to the violent means through which the right to resistance and social protest is exercised, which are summoned by fully identified social leaders and with a clear political tendency. A qualitative and quantitative approach methodology was applied, of historical and deductive level as well as being explanatory. To obtain the quantitative data, interviews were applied to prominent social leaders and academics at the national level. After applying the methodology, it can be determined that in the exercise of the right to resistance, excesses have been committed that put citizen security at risk due to vandalism and political security due to the commission of serious crimes against the Constitutional State

    La intervención de la fuerza pública en delitos flagrantes y seguridad jurídica

    The social media impact of critical situations for the human being are simply transient for a population that only clamors for justice, but human reasoning demands the study, investigation and separation of all the variants that are part of an event to find answers and perpetuate social harmony, This adds to the peculiar interest of the researcher to stick to the subject of criminal sciences and constitutional law to investigate about the Intervention of the Public Force in Flagrant Crimes and Legal Security, which delves into determining the role played by the public force in flagrant crimes that allow the exercise of rights and legal security. The modality of extraction of field and documentary data, thus arriving at the connotation of the constitutional legal premise with a concrete and clear message, but gave the certainty of identifying pathogenic agents of citizen security and at the same time having the conviction of the existence of means and strategies that are attributions of entities belonging to the public service, functions that are not reflected in the daily life of citizens or police. The research topic merits the application of qualitative methodology to be able to discern intrinsic elements that constitute the common good of citizen security, in the field and documentary modality at a correlational and explanatory level, with the use of interview techniques and normative legal sources submitted after the analysis, the field agents studied are personnel of the National Police of Ecuador relevant to the research, especially the First Corporal of the National Intelligence Directorate of the province of Galapagos David V. procedural subject of the Mascarilla 2018 case. All of the above gave rise to the formation of the present research work, which with current normative and experimental truthful bases that has the commitment to provide recommendations under the legality of the Ecuadorian regulatory system and the composition and management of attributions of the National Police of Ecuador.

    La campaña de minga por la vida de la gobernación de Tungurahua y la percepción de los lectores de los periódicos el Heraldo y la Hora del cantón Ambato

    Communication is the main tool that the global community has to share ideas, spread knowledge and express emotions, among the main elements that contribute to this process of message exchange. This must be properly managed for the progress of peoples, despite certain content issued by the media, both radio, print and television, see the process as a mercantilist industry when it comes to inform. When we talk about media, we refer to the information channels that transmit the messages to the target audience or audience, who interpret them according to their knowledge, so this becomes a spiral process, where the interest of proposing a free culture Of the dangers becomes less and less. Citizen security is part of programs developed by entities that seek community welfare, and that is where the media must cooperate to achieve a harmonious coexistence of those who are part of this global village. It is for this reason that it is taken as fundamental, to investigate the relationship of the media and citizen security programs, and how this can be perceived by citizens. The present research was carried out under a qualitative and quantitative research approach regarding the variables used in the study, where field research was used, through the use of surveys of the selected sample belonging to the readers of the newspapers La Hora And El Heraldo of Canton Ambato. The same one that allowed to see how it is his perception before the contents of the Social Cause “Minga por la Vida” of the Government of Tungurahua, emitted by said newspapers. A questionnaire was applied with specific questions, the results of which justify the proposal developed for the adequate dissemination of such contents, such as the design of a web page exclusively for the issuance of all relevant information of the Social Cause “Minga por la Vida”.

    El proyecto de investigación tiene como tema: La falta de una ordenanza Municipal de Seguridad Ciudadana, afecta la calidad de vida en el cantón Ambato en el primer trimestre del año 2009. Su importancia radica en la necesidad de crear un proyecto de ordenanza que se encargue de regular lo concerniente a la seguridad ciudadana. Está estructurado por capítulos. El primer Capítulo denominado: EL PROBLEMA, contiene el Planteamiento del Problema, Contextualizaciones, análisis Macro, Meso y Micro que hace relación al origen de la problemática con un panorama Nacional, Provincial e Institucional, el Árbol del problema, Análisis Crítico, Prognosis, la Justificación, y los Objetivos: general, y específicos. El Capítulo II denominado: MARCO TEÓRICO contiene: Antecedentes Investigativos, se fundamenta en una visión Filosófica, y Legal., Categorías Fundamentales, Hipótesis, Variable Independiente y Variable Dependiente. El Capítulo III titulado: METODOLOGÍA plantea que la investigación se realizará desde un enfoque crítico propositito, de carácter cuali-cuantitativo, la modalidad básica de la investigación, nivel o tipo de investigación, población y muestra, operacionalización de variables, recolección de la información, procesamiento y análisis. El Capitulo IV denominado ANALISIS Y COMPROBACION DE RESULTADOS incluye los recursos análisis de la encuesta realizada, análisis general y comprobación de resultados, análisis y comprobación de resultados de las interrogantes de la investigación, comprobación del problema de investigación El Capitulo V denominado CONCLUSIONES Y RECOMENDACIONES incluye conclusiones y recomendaciones.
