    Existing legal regulations about the visual pollution is low. Thus exhibiting a gradual increase of the samein the Historic Center of Latacunga city. The excessive advertising has generated its amplified affecting the structure of cultural heritage as well as to habitant’s health. The contamination affects our environment, because the society evolution and development of new technologies are also generating more pollution. The global warming observed by facing our planet Earth show us the evidences of contamination`s impact on the environment. Used techniques as the survey we can justify the feasibility in the creation of an ordinance that would establish rules to raise awareness in the community. It should orient in the care and preservation of an invaluable cultural heritage to cotopaxenses and ecuadorians. The sixth chapter is the proposal; this contains the "Ordinance for the regulation and control of the visual pollution caused by the advertising in the historic center of Cato Latacunga Cotopaxi Province" creating as a legal response based on the feasibility of its implementation.
