This research evaluates the comprehensive feasibility of implementing a university Internet Access Provider (IAP) at the Huachi Campus of the Technical University of Ambato UTA). The proposal arises from the need to improve the quality, coverage, and management of institutional connectivity services, due to wireless network saturation, uneven distribution of access points, and the sustained increase in users and connected devices. The project proposes the design of a dedicated infrastructure based on XGS-PON and Wi-Fi 6 technologies, capable of meeting the current and future needs of the university community through a scalable, secure network managed by the institution. In addition to strengthening academic, research, and administrative processes, the proposal includes a strategic growth vision that would allow the IAP to become a university production unit, offering internet access services to the areas surrounding the Huachi Campus, especially the Celiano Monge parish. The results demonstrate the technical, economic, operational, and regulatory viability of the project. The financial analysis shows favorable indicators, with an estimated investment of USD 132,500, a positive Net Present Value (NPV), and an Internal Rate of Return (IRR) exceeding the opportunity cost. Furthermore, the initiative helps bridge the digital divide in the community, strengthens ties with society, and generates a sustainable revenue stream for the university
