Abstract
This paper presents the preliminary architectural design for the Cultural Center of the
Cevallos canton, Tungurahua province. Cevallos is a canton with a tradition in the
footwear industry, fruit growing, and agritourism; however, it lacks sociocultural
facilities for artistic creation and community engagement. This deficit excludes
women, children, youth, and senior citizens due to the concentration of sports facilities
in the area. The justification for this project rests on the 6.32% achievement of the
sociocultural goals of the 2023-2027 Territorial Development Plan (PDOT) and the
need to align cantonal planning with Sustainable Development Goal 11 of the 2030
Agenda, which focuses on inclusive and sustainable cities.
The research adopts a qualitative approach with inductive logic, conceptualizing it
within the principles of Frampton's (1983) critical regionalism and the analysis of
cultural references at the international, national, and local levels. The techniques
applied include field observation, interviews with local stakeholders, and a review of
regulations that support the project. The operationalized variables encompass
volumetric adaptation, vernacular materials, passive bioclimatic strategies, and
universal accessibility. Ultimately, the resulting proposal consists of a preliminary
design that integrates architectural plans, a functional program derived from the needs
assessment, bioclimatic strategies, and spatial visualizations, all aimed at strengthening
the sociocultural cohesion of the canton through architecture that engages with the
Andean landscape, the topography of the site, and its local context..
Description
El presente trabajo desarrolla el anteproyecto arquitectónico del Centro Cultural
del cantón Cevallos, provincia de Tungurahua. Cevallos es un cantón con tradición en
la industria del calzado, la fruticultura y el agroturismo, sin embargo, carece de
equipamiento sociocultural para la creación artística y el encuentro ciudadano. Este
déficit excluye a mujeres, niños, jóvenes y adultos mayores ante la concentración del
equipamiento deportivo en el territorio. La justificación descansa en el 6,32 % de
cumplimiento de las metas socioculturales del PDOT 2023-2027 y en la necesidad de
alinear la planificación cantonal con el Objetivo de Desarrollo Sostenible 11 de la
Agenda 2030, referido a ciudades inclusivas y sostenibles.
La investigación adopta un enfoque cualitativo de lógica inductiva,
conceptualizándose en los principios del regionalismo crítico de Frampton (1983) y
en el análisis de referentes culturales a escala internacional, nacional y local. Las
técnicas aplicadas comprenden observación territorial, entrevistas a actores locales y
la revisión de normativa que sustente el proyecto. Las variables operacionalizadas
abarcan adaptación volumétrica, materialidad vernácula, estrategias bioclimáticas
pasivas y accesibilidad universal. Finalmente, la propuesta resultante consiste en un
anteproyecto que integra planimetría arquitectónica, programa funcional derivado del
diagnóstico de necesidades, estrategias bioclimáticas y visualizaciones espaciales,
orientados a fortalecer la cohesión sociocultural del cantón mediante una arquitectura
que dialoga con el paisaje andino, la topografía del lugar y su contexto local.
