Abstract
Latacunga possesses a valuable tangible and intangible cultural heritage, which
includes a historic center recognized for its colonial architectural value, churches,
plazas, artisanal traditions, and expressions such as the Mama Negra Festival—
recognized as Intangible Cultural Heritage of Ecuador—all of which constitute a
unique cultural identity in the central region of the country. However, the city lacks
adequate infrastructure to enable the dissemination, conservation, and enhancement of
this legacy, thereby limiting the development of museographic, educational, and
community activities, as well as cultural tourism. In this context, the former Women's
Prison, a building classified with partial heritage protection that currently operates as
the Municipal House of the Arts, represents an opportunity to address the shortage of
cultural facilities in the city through its rehabilitation. This intervention seeks to
integrate the historical memory of the site with the contemporary needs of the
community within a single space, positioning it as a hub for gathering, creativity, and
the strengthening of local identity. To achieve this, the study proposes to diagnose the
building's physical and heritage condition, to define intervention criteria that respect
and enhance the memory of the site, and to develop a flexible functional program
responsive to the community's current needs. The research follows a qualitative
approach based on a case study, employing direct observation through photographic
documentation, planimetric surveying, and pathology assessment sheets,
complemented by a review of national regulations and an analysis of Latacunga's Land
Use and Development Plan. Additionally, rehabilitation strategies, relevance, and
processes were examined. The theoretical framework is grounded in the restoration
theories of Eugène Viollet-le-Duc, which advocate for a respectful intervention
coherent with its time, incorporating new elements that dialogue with the original
structure. The functional and morphological criteria prioritize the preservation of the
existing materiality and the incorporation of compatible contemporary elements.

Latacunga posee un valioso patrimonio cultural material e inmaterial que incluye un
centro histórico reconocido por su valor arquitectónico colonial, iglesias, plazas,
tradiciones artesanales y expresiones como la Fiesta de la Mama Negra, reconocida
como Patrimonio Cultural Inmaterial del Ecuador, que conforman una identidad
cultural única en la región central del país. Sin embargo, la ciudad carece de
infraestructuras adecuadas que permitan la difusión, conservación y puesta en valor de
este legado, limitando el desarrollo de actividades museográficas, educativas,
comunitarias y el turismo cultural. En este contexto, la antigua Cárcel de Mujeres, un
inmueble catalogado con protección patrimonial parcial, que actualmente funciona
como Casa Municipal de las Artes, representa una oportunidad que, a través de una
rehabilitación a este inmueble, ayude a solventar la carencia de equipamientos
culturales en la ciudad, articulando en un solo espacio la memoria histórica del lugar
con las necesidades contemporáneas de la comunidad, y posicionándolo como un nodo
de encuentro, creatividad y fortalecimiento de la identidad local. Para lograrlo, se
plantea diagnosticar su estado físico y patrimonial, definir criterios de intervención que
respeten y pongan en valor la memoria del lugar, y crear un programa funcional flexible
que responda a las necesidades actuales de la comunidad. La investigación se desarrolla
bajo un enfoque cualitativo basado en el estudio de caso, la observación directa
mediante registro fotográfico, levantamiento planimétrico y fichas de patología,
complementado con la revisión de normativas nacionales y el análisis del Plan de
Desarrollo y Ordenamiento Territorial de Latacunga. Adicionalmente, se estudiaron
estrategias, pertinencias y procesos de rehabilitación. El marco teórico se fundamenta
en las teorías de restauración de Eugène Viollet-le-Duc, que propone una intervención
respetuosa y coherente con su época, integrando elementos nuevos que dialoguen con
la estructura original. El criterio funcional y morfológico prioriza la preservación de la
materialidad existente y la incorporación de elementos contemporáneos compatibles.
