    The research develops a study on the social balance and compliance with the budget in the Ecuadorian Populorum Progressio Fund Regional Riobamba, in this aspect that limit the realization of the social balance as a tool for administrative and financial management is verified; because they do not follow the plans, on consideration of the aspects and elements of social balance, so the existence of inadequate management of resources which has the organization, it identifies this argument is done on the basis described in hypothesis testing, for which the student t detailed. the application of a checklist, which helps to examine the budget for the last few years, for process verification and compliance with it, showing that it is acceptable, but important aspects of social balance are taken is done, then the results would be interesting, because the activity of this organization fosters the development of disadvantaged communities. The need for social balance as a tool for financial and administrative management and to implement the budget proposed by the Ecuadorian Fund Populorum Progressio regional Riobamba, so the development of social balance is proposed provisions identified this as compliance objectives and as a solution to the problem investigated.

    Taking into account the current competition in the cooperative system in the city of Ambato, has seen the need for an assessment on Savings and Credit Cooperative Chibuleo Ltda, specifically set in the department of Credits to define the cause of constant decreased levels of competitiveness that prevents organizational success. For the development of the research began with the collection of real information provided directly by the Head of Credit and by the personnel that work in this area, with the objective to learn about the important features that are part of the day to day running of the organization. The techniques used as an interview with the head of Credits, the survey to all staff that are part of the credit department of the Cooperative Chibuleo and direct observation on the basis of the information obtained it was possible to know the real-world scene in which they are located, as well its weaknesses. Benchmarking will help the Cooperative, and that through the recommendations implemented in this project, Chief Credit can provide solutions to the shortcomings noted and implement strategies for increased competitiveness in the provision of services in order to generate a than other industries micro financial industry profitability.
