Equal opportunities and non-discrimination are part of the fundamental rights of people in general, that is, without any distinction. Despite this, people with disabilities are the most exposed to all kinds of discriminatory situations, especially, when they seek to integrate into the labor market. Thus, in this research work, a review was carried out of the different aspects that allow us to know if there is a guarantee of equality and true inclusion, from the perception of the workers with disabilities of the Ministry of Agriculture. To this end, the hiring of people with disabilities was analyzed in relation to the total on the payroll of the last five years of that State Portfolio. In addition, interviews and questionnaires were applied through which it was possible to determine the perception of the guarantee of equality and inclusion that personnel with disabilities have. Among the main results obtained, it is shown that there is no adequate personnel selection process and that it is not carried out in full in compliance with the Law that supports this vulnerable group of society. On the other hand, the accessibility of the building of the Ministry of Agriculture and Livestock is not adequate for the personnel with disabilities who work there, much less for the external users who use the services of this State Portfolio. Another important point is the perspective of guarantee of equality that the servers and workers with disabilities have exposed in the interviews when they perceive that their aptitudes, abilities, knowledge, have not been taken into account to occupy a job or in the assignment of functions. level of education and years of experience. Some of the conclusions of this study are that the best way to comply with a true inclusion and offer job stability to this vulnerable group of people is with strict compliance with current legal regulations, the generation of an adequate work environment with an awareness of everything staff on social and labor inclusion of people with disabilities. Finally, respect for this vulnerable group could not be achieved without promoting the interaction of three actors: The State, employers, and society

The disability and its social perspective has evolved over time, in such a way that different inclusion strategies have been developed throughout the world, since the creation of legal frameworks focused on guaranteeing this principle of the person with disability, since they were previously stigmatized by treating them as disabled. The principle of autonomy of the focal population, caregivers of people with disabilities, is limited, from the very structure of the care relationship with the person under their responsibility, since it will be established through the capacity of development of each one, therefore it implies a process of mutual interaction that generates, in such a way, a dependency relationship that can become symbiotic, since the relationship will be destined for the well-being of the person with a disability, such a situation It can represent a direct impact on the quality of life of people. (Valenzuela, 2001) Nowadays, access to information and globalization have generated a different perception of disability, based on access to social and health services, since there is greater demand from society based on comprehensive and interdisciplinary care and questions the strategies and techniques used during the process, so they must be adapted according to the individual needs of each person, since each one exercises the role of caregiver from different realities based on skills and resources (Lifshitz, 2003)

The demand for people suffering from catastrophic diseases in Ecuador is increasing over time and the fulfillment of comprehensive health in our country, especially directed at this priority group and in a situation of double vulnerability, is a debt that the State maintains and that in many cases it is not fulfilled according to current regulations, which leads to the violation of one of the fundamental human rights within the Ecuadorian Constitution, such as the right to health. In effect, the state of health not only has to do with the optimal functioning in the biological aspects of the person but also those factors such as; enjoy goods and services that contribute to a state of human well-being. In this same sense, health focused on the bio-psycho-social level of the human being has become a social objective, where people with catastrophic diseases are disadvantaged and invisible in access to comprehensive health care, showing the problems and the increase in inequities in health and healthcare; This implies that the results presented in the public health system are insufficient to achieve the goals proposed by the State. In this same sense, this research aims to determine the impact of the violation of the rights of people with catastrophic diseases, for which it begins with the theoretical review of approaches that approach and represent the reality of the human being, this will allow a Better understanding of the environments and spaces for socialization of people suffering from these diseases. Likewise, a review of international and national legal regulations is carried out with a focus and criteria regarding the health and health services that this human group receives. The qualitative methodology is also applied, with the aim of observing, interacting and understanding the reality of people and making conclusions and recommendations that allow improving the health care of people suffering from catastrophic diseases.

Society undergoes changes in different aspects over the years, and one of them is gender identity. Heterosexuality needs to be found today. Today, the term LGBTI is widely known and mentioned, which means lesbian, gay, bisexual, trans, and intersex, but its wide knowledge and acceptance is still precarious. Half of LGBTI people hide their gender identity, even more in the workplace for fear of rejection and discrimination, being legally this should not happen, if in fact labor rights were declared universal without any ethnic distinction, gender, sex, religion, etc. Access to job promotions is one of the difficulties that LGBTI people may encounter once they make their status public. An uncritical look, but more habitual than we think, would conclude, without further ado, that those who have a hostile environment with concealment have enough, but concealment has health consequences, causing repression, tension, stress and frustration; Discretion must be a free option, not an imposition for fear of rejection, discrimination or loss of employment, in addition to identifying gender identity as a right. It is for this reason that the majority of lesbians, gays, bisexuals, transsexuals and intersexes choose to be entrepreneurs and manage a business, this is an unfortunate act, since many of them may even have a doctorate, in such a way that their knowledge would contribute A lot in the workplace, and even then, due to the poor morale and ethics of those who hire staff, great potential and human talent for a company could be wasted. Due to the above, there are many LGBTI groups and collectives that day by day fight for their rights in all the context that surrounds them and mainly in the workplace, with health professionals, politics, culture, education, etc., and some have recognized their identity that strengthens their personality no matter what they say, but others still accept the public in their preferences for fear of rejection. However, in both cases and even with heterosexual people, your right to demonstrate your professionalism, abilities, knowledge and skills in the workplace must be respected, having a decent and respectable job.
