    Management administrative financial of the Undersecretary Zonal planning 3 Center, form part of the support processes within its organizational structure designed for the nine zones. It is responsible for the procurement of goods and services, the management and good use of the resources allocated in the budget for the performance of the activities of the institution. This work carries out the analysis of a financial period, in order to demonstrate the effect that has management that performs the Undersecretary for the purchase of goods and services and the level of compliance in the annual budget execution. During the development of the investigation occurs to know important aspects about the management of procurement, PAC, the national system of public procurement, budget implementation, financial management, SINFIP. We support the development of this work with field research, qualitative and quantitative methodology. Through which you could verify that there is a significant variation between the management of procurement and budget execution.
