dc.descriptionThis research study analyzes the relationship between revenue collection and the refund rate of the Redeemable Tax on Non-Returnable Plastic Bottles (IRBP in spanish) in Ecuador during the period 2014 – 2024, with the objective of testing its tax and environmental efficiency. This study is grounded in Pigouvian theory and the “polluter pays” principle, taking a quantitative approach of descriptive, correlational and explanatory reach, with a non-experimental design and a longitudinal section. The methodology employed is documental analysis and the information is obtained from official accounts of the Internal Revenue Service (SRI in spanish), the data is processed using measures of central tendency, dispersion, Pearson correlation and simple linear regression. Two statistical software tools are used for data processing: IBM SPSS Statistics and R-project. The results show an accumulative growth of 33,94 probability over the studied decade, with an average annual rate of 2,97 probability, which is lower than the growth that other mass-consumption goods have experienced in the country. An extreme territorial concentration is identified in Zone 8 and Zone 9, as they account for the majority of both revenue collection and refunds; The correlational analysis demonstrates significant disparities among Zone 5, Zone 7 and Zone 8, as they show very high positive correlations greater than 0,94; meanwhile Zone 9, despite having the highest revenue collection and refund amounts, shows a low correlation of 0,333. The OLS regression model confirms a statistically significant relationship between the variables, but with a proportionally low recovery magnitude. It is concluded that the IRBP partially fulfills its revenue collection function, but does not consistently reduce the use of plastic bottles, except for the atypical year 2020 (COVID-19 pandemic), demonstrating that this tax has clear structural weaknesses in the refund system and marked territorial heterogeneity, which calls for differentiated policies to optimize its environmental effectiveness.
dc.description.abstractEl presente trabajo de investigación analiza la relación entre la recaudación y la tasa de devolución del impuesto redimible a las botellas plásticas no retornables (IRBP) en Ecuador durante el período 2014-2024, con el objetivo de evaluar su eficiencia tributaria y ambiental. Este estudio se fundamenta en la teoría Pigouviana y el principio de “quién contamina paga”, se adopta un enfoque cuantitativo de alcance descriptivo, correlacional y explicativo, con un diseño no experimental y corte longitudinal. La metodología empleada es el análisis documental y la información se obtiene de fuentes oficiales del Servicio de Rentas Internas (SRI), los datos son procesados mediante medidas de tendencia central, dispersión, correlación de Pearson y regresión lineal simple, para el procesamiento de información se usa como herramienta dos softwares estadísticos: IBM SPSS Statistics y R-project. Los resultados muestran un porcentaje de crecimiento acumulado del 33,94 durante la década estudiada, con una tasa anual promedio del 2,97 por ciento, lo que es inferior al crecimiento que han tenido otros bienes de consumo masivo en le país. Se identifica una concentración territorial extrema en las Zonas 8 y Zona 9, ya que poseen la mayor parte de recaudación y devolución, en el análisis correlacional se demuestra disparidades significativas entre la Zona 5, Zona 7 y Zona 8, ya que presentan correlaciones positivas muy altas mayores a 0,94; mientras que, la Zona 9 pese a tener los mayores montos en recaudación y devolución, muestra una correlación baja igual a 0,333. El modelo empleado de regresión OLS confirma una relación estadísticamente significativa entre las variables, pero con una magnitud de recuperación proporcionalmente baja. Se concluye que el IRBP cumple parcialmente su función recaudatoria, pero no logra reducir sostenidamente el uso de botellas plásticas, a excepción del año atípico 2020 (pandemia COVID-19), esto evidencia que este impuesto posee claras debilidades estructurales en el sistema de devolución y una marcada heterogeneidad territorial, lo que requiere políticas diferenciadas para optimizar su efectividad ambiental.
