Abstract
El presente estudio tuvo como objetivo analizar la estructura política y el desempeño
fiscal del GAD del cantón Ambato durante el período 2009 – 2018. En consecuencia,
también se buscó establecer la relación de la estructura política y el desempeño fiscal
del gobierno municipal del cantón. La estructura política del GAD Municipal del
cantón Ambato se cuantificó a través de dos variables dicótomas. La primera variable
midió la confluencia política entre el alcalde y la concejalía (CPAC), mientras que la
segunda cuantificó la confluencia política de este con el prefecto (CPAP),
categorizándose con valores de 1 aquellos casos con confluencia y con cero los que no
la registraron. El desempeño fiscal se lo cuantificó a través de la estimación de la media
aritmética de un conjunto de seis indicadores de orden fiscal: autofinanciación de
gastos de funcionamiento, respaldo del servicio a la deuda, dependencia de las
transferencias, generación de recursos propios, magnitud de la inversión y capacidad
de ahorro. Finalmente se estructuró un modelo de regresión lineal y un análisis
ANOVA del desempeño fiscal expresado en función de la variable estructura política.
Se estableció que la estructura política se relaciona con el desempeño fiscal del GAD
Municipalidad de Ambato, dado que la confluencia política del alcalde con la
concejalía y la prefectura incentivan el rendimiento fiscal de la institución.
Description
The objective of this study was to analyze the political structure and fiscal performance
of the GAD of the canton Ambato during the period 2009-2018. Consequently, it was
also sought to establish the relationship of the political structure and fiscal performance
of the canton's municipal government. The political structure of the Municipal GAD
of the Ambato canton was quantified through two dichotomous variables. The first
variable measured the political confluence between the mayor and the council (CPAC),
while the second variable quantified the political confluence of the latter with the
prefect (CPAP), categorizing with values of 1 those cases with confluence and with
zero those who did not. recorded. Fiscal performance was quantified through the
estimation of the arithmetic mean of a set of six indicators of fiscal order: selffinancing of operating expenses, support for debt service, dependence on transfers,
generation of own resources, magnitude of investment and saving capacity. Finally, a
linear regression model and an ANOVA analysis of fiscal performance expressed
based on the variable political structure were structured. It was established that the
political structure is related to the fiscal performance of the GAD Municipality of
Ambato, since the political confluence of the mayor with the department and the
prefecture encourage the fiscal performance of the institution.
