Abstract
The public space of Latin American historic centers simultaneously concentrates
heritage value, everyday urban functions, and competing transit dynamics. Vicente
León Park, in Latacunga, Ecuador, presents this condition acutely: institutionally
recognized as the foundational void of the urban grid by the SIPCE and normatively
enabled to receive equipment according to the PUGS-L2032, its current physical
configuration favors transit over permanence, lacking infrastructure that encourages
uses beyond passage.
The research adopted a qualitative approach in four articulated phases: normative and
theoretical review, morphological analysis through planimetric survey and spatial
analysis in ArcMap, systematic observation with flow and behavioral records across
nine time slots, and anteproject design based on diagnostic findings. Nine indicators
were applied, grouped into two variables: morphological and sociospatial conditions
of the park, and user patterns of use and permanence.
The diagnosis confirmed the hypothesis: transversal pedestrian flows exceed
permanence across all recorded sessions and time slots. The central zone concentrates
the highest transit and the lowest dwell time. Permanence occurs at the edges where
shade and furniture exist, with stays of five to fifteen minutes.
The resulting proposal is a modular pavilion called La Pausa, implanted in an X
formation over the park's dominant diagonals. Its modulation in 50 cm steps, with six
heights between 0.50 m and 3.00 m, responds simultaneously to the language of the
heritage context and to the INPC's reversibility requirements. Every design decision
is traceable to a diagnostic finding.

El espacio público de los centros históricos latinoamericanos concentra
simultáneamente valor patrimonial, funciones urbanas cotidianas y dinámicas de
tránsito que compiten entre sí. El Parque Vicente León, en Latacunga, Ecuador,
presenta esta condición de forma aguda: institucionalmente reconocido como vacío
fundacional del trazado urbano por el SIPCE y habilitado normativamente para
recibir equipamiento según el PUGS-L2032, su configuración física actual favorece
el tránsito sobre la permanencia, sin infraestructura que propicie usos distintos al
paso.
La investigación adoptó un enfoque cualitativo en cuatro fases articuladas: revisión
normativa y teórica, análisis morfológico mediante levantamiento planimétrico y
análisis espacial en ArcMap, observación sistemática con registro de flujos y
comportamiento en nueve franjas horarias, y diseño del anteproyecto a partir de los
hallazgos del diagnóstico. Se aplicaron nueve indicadores agrupados en dos variables:
condiciones morfológicas y socioespaciales del parque, y patrones de uso y
permanencia de sus usuarios.
El diagnóstico confirmó la idea a defender: los flujos peatonales transversales superan
la permanencia en todas las sesiones y franjas horarias registradas. La zona central
concentra el mayor tránsito y el menor tiempo de estancia. La permanencia ocurre en
los bordes con sombra y mobiliario, con tiempos de cinco a quince minutos.
La propuesta resultante es un pabellón modular denominado La Pausa, implantado en
X sobre las diagonales dominantes del parque. Su modulación en pasos de 50 cm, con
seis alturas entre 0,50 m y 3,00 m, responde simultáneamente al lenguaje del entorno
patrimonial y a la obligación de reversibilidad del INPC. Cada decisión proyectual es
trazable hasta un hallazgo del diagnóstico.
