Abstract

La presente investigación analiza la incidencia del crédito tributario por Impuesto a la Salida de Divisas (ISD) en la optimización de la carga tributaria de las empresas exportadoras en la provincia de Tungurahua, durante el período 2022–2024. El estudio surge a partir de la necesidad de evaluar si este mecanismo fiscal, diseñado para mitigar el impacto del ISD en las operaciones internacionales, cumple efectivamente su propósito en el ámbito empresarial. La metodología empleada se fundamenta en un enfoque cuantitativo, con un diseño no experimental y alcance descriptivo-documental. Se utilizaron fuentes secundarias de información, específicamente datos oficiales proporcionados por el Servicio de Rentas Internas (SRI), obtenidos mediante solicitud formal. El análisis se centró en el crédito tributario por ISD registrado en las declaraciones del impuesto a la renta de los contribuyentes exportadores, así como en la evolución del número de empresas del sector. Los resultados evidencian un crecimiento sostenido en el número de exportadores en la provincia; sin embargo, el monto correspondiente al crédito tributario por ISD presenta una tendencia decreciente. Este comportamiento refleja una falta de correspondencia entre el crecimiento del sector y el aprovechamiento del beneficio fiscal. Asimismo, nos permite identificar una relación entre las variables, aunque no de carácter proporcional, lo que sugiere limitaciones en la utilización del crédito tributario. En términos generales, se concluye que el crédito tributario por ISD tiene el potencial de contribuir a la optimización de la carga tributaria; no obstante, su aplicación en la práctica no es plenamente eficiente. Esta situación evidencia la existencia de una brecha entre el diseño normativo del beneficio y su uso efectivo por parte de las empresas. Finalmente, la investigación resalta la importancia de fortalecer la planificación tributaria en el sector empresarial, así como de mejorar los procesos administrativos relacionados con la aplicación del crédito tributario, con el fin de maximizar su impacto.

This research analyzes the impact of the Tax Credit for the Currency Outflow Tax (ISD) on the optimization of the tax burden of exporting companies in the province of Tungurahua during the period 2022–2024. The study arises from the need to evaluate whether this fiscal mechanism, designed to mitigate the impact of ISD on international transactions, effectively fulfills its purpose in the business environment. The methodology is based on a quantitative approach, with a non-experimental design and a descriptivecorrelational scope. Secondary sources of information were used, specifically official data provided by the Internal Revenue Service (SRI), obtained through a formal request. The analysis focused on the ISD tax credit reported in income tax returns of exporting taxpayers, as well as on the evolution of the number of companies in the sector. The results show a steady increase in the number of exporters in the province; however, the amount of the ISD tax credit exhibits a decreasing trend. This behavior reflects a lack of correspondence between the growth of the sector and the use of the fiscal benefit. Additionally, the regression analysis indicates the existence of a relationship between the variables, although not proportional, suggesting limitations in the effective use of the tax credit. In general terms, it is concluded that the ISD tax credit has the potential to contribute to the optimization of the tax burden; however, its practical application is not fully efficient. This situation reveals a gap between the regulatory design of the benefit and its actual use by companies. Finally, the study highlights the importance of strengthening tax planning within companies, as well as improving administrative processes related to the application of the tax credit, in order to maximize its impact on the competitiveness and sustainability of exporting firms.
