Abstract: | El presente trabajo de investigación está enfocado en el análisis de las variables Ingresos Petrolero y Presupuesto General de Estado. Lo que se busca es identificar si el Presupuesto General de Estado Ecuatoriano sufre los mismos cambios que los ingresos petroleros en épocas de escasez y bonanza. Para llevar a cabo esta investigación de manera eficiente se utilizaron como variables dependientes a los gastos totales, gastos de capital e ingresos totales; mientras que como variables independientes a los ingresos petroleros y la variable dicótoma (auge-escasez de ingresos petroleros). Los modelos econométricos que se desarrollaron para dar respuesta a lo planteando fueron mínimos cuadrados ordinarios; lin-log; log-lin; log-log; modelos recíprocos; con los cuales se determinó que los Ingresos Petroleros no presentan incidencia sobre los gastos totales del Presupuesto General de Estado. Por otra parte también se evidencio que los ingresos petroleros presentan incidencia en los gastos de capital y los ingresos totales del Presupuesto General de Estado aunque esta no sea tan significativa. |
Description: | This research work is focused on the analysis of the oil revenue and General State budget. What is sought is to identify whether the General Budget of Ecuadorian State suffers the same increases and decreases than oil revenues. To carry out this research efficiently, we used variables tied to total expenses, capital expenses and total revenue; however we also used variables independent to oil revenues and the dichotomous variable (boom-shortage of oil revenues). The econometric models developed to answer the given situation were ordinary least squares; lin-log; log-lin; log-log; reciprocal models; they have problem that oil revenues have not impact on the Total Expenditures of General State budget. On the other hand, there are evidences that oil revenues have an impact on capital expenditure and the Total Revenues of General State budget although this is not significant. |
