    The present investigation is carried out in the statistical department of the IESS of the city of Ambato in order to facilitate an action plan for improvement to reduce operational risk and optimize the collection process, this manual of procedures for the control of processes interns becomes a process of control in the administration and organization evaluating the environment of the activity of the personnel, monitoring and verifying their work performance in the assigned functions, and guarding the confidential information of the affiliates for the fulfillment of the objectives, avoiding failures techniques, human errors of the personnel as the inadequate information and communication because the staff always rotates, there are disagreements in the control and monitoring of the activities and their operational processes, it does not allow to compare the executed with the programmed, those actions are positive or negative and has affected the attention and service of the affiliate. In each institution or public or private entity, it is necessary to define operating rules with lines of action and projections pre-established to achieve its purpose of collection, always assigned to a responsible person who can determine stability and work performance with efficient, effective and effective management processes.
