Item La gestión por procesos y el cumplimiento de las metas de la Dirección Distrital 15D01- Salud(2016-05) Peñafiel Peñafiel, Bertha Elizabeth; DT - Ortiz Román, Hermel DavidThe Management District 15D01 Archidona - Carlos Julio Arosemena Tola - Tena - HEALTH, framed in the process of deconcentration of Zone 2 of the Ministry of Public Health and to ensure compliance with the Ministerial Agreement 4520 issues the Organic Statute replacer Organizational Process Management; having as dynamic axes, the new model of territorial planning provisions of Senplades and a new institutional management model established as public policy of the executive. For this project, research and development data collection was performed using Analyst Statistics and Analysis of Health Information each health facility to test the hypothesis that was formulated. The results of this research project and development show that the process management a nd compliance goals in the District Direction 15D01 - HEALTH, is limited by the constant rotation of managers and operational staff, for that reason the importance of looks determine compliance goals through management indicators that allow continued assessment for quality improvement in the provision of services.Item La planificación y su impacto en los resultados financieros de la empresa pública municipal de agua potable y alcantarillado de Latacunga(2016-05) Ruiz Buitrón, Edgar David; DT - Caiza Lizano, EstebanThe purpose of this research is to propose a Strategic Planning and a model of Quality Management in the “Empresa Pública Municipal de Agua Potable y Alcantarillado del Gobierno Autónomo Descentralizado del Municipio de Latacunga - EPMAPAL”. This propose ensuring the quality of public service, the water and sewerage services which are protected as rights in the Constitution of the Republic of Ecuador. On the other hand ensure proper recovery of revenues and the proper use and control of water usage to ensure this public company stay alive over time. This company extends its services to the entire population of the Latacunga County, which it’s more than 180,000 people. It is necessary to emphasize that the situation of the company “EPMAPAL” today is not satisfactory, as the disorganization and wasted resources, economic, financial and human power. This company does not cover the needs of the population leaving unsustainable levels in several cities and especially in rural areas. Their basic needs which are dissatisfied on average of more than 89% and the largest urban areas and 30% of unsatisfied basic needs including water and wastewater. This is due to the lack of control, the misuse of water and clandestine and illegal connections. The actual coverage to people is only 19,000 having accounted approximately for 119,000 farms, with more than 50,000 people. With the new strategic planning and adequate control and quality management is expected to gradually change to acceptable levels of delivery which are the essential basic service for human life. In addition, this new proposal will help the company achieve the correct financial results expected to survive over time and become an efficient, effective and profitable public company.Item La gestión por procesos y el mejoramiento continuo de la Dirección de Relaciones Interinstitucionales (DIRENI) de la Universidad Técnica de Ambato(Universidad Técnica de Ambato. Dirección de Posgrado, 2015-05) Camino Villamarin, Nereida del Rocío; DT - Cruz Lascano, Mary ElizabethThis research work has the purpose of designing a management by processes in the Department of inter-institutional, directed to the administrative staff of interinstitutional relations in the city of Ambato. To achieve this objective is considered diagnostic if the Administrative Department and the institution monitors, know and apply current strategies for continuous management process improvement, to verify how the Administrative Department is motivated within the institution, techniques and strategies that will work today, are based on the proactive critical paradigm which requires administrative departments to turn new knowledge into actions, theory into practice, to understand, analyses and make new strategies for management by processes, and thus take a new option in the method based on the continuous improvement. So it is proposed that administrative departments frequently employ active strategies, motivate and direct management by processes, where it is important that the Administrative Department will become a person with skills and capabilities for their own performance. According to the management of public institutions the secret of institutions lies in own high quality standards for their employees both their services; therefore total control of quality is a philosophy that should be applied to all hierarchical levels in an institution, and this involves a process of continuous improvement that has no end. This process allows a broader horizon, where excellence is always seek to increase their competitiveness, lower cost, orienting the efforts to meet the needs and expectations of users. To carry out this process of continuous improvement in a particular Department and institution-wide, should be taken into consideration that such a process must be feasible and legally approved, i.e. should require less effort than the benefit provided; and cumulative, allow the improvement that is done open the possibilities of successive improvements to ensure the full exploitation of the new level of performance attained.
