    The company EMMAIT-EP considered as the main health axis has the responsibility of providing the service of solid waste collection to the community in an efficient and timely manner otherwise untimely caused discomfort in the environment due to insalubrity exposing the inhabitants to contract diseases due to viruses. That is why EMMAIT-EP is in a situation of concern because it does not establish in a real way the costs incurred in the collection service taking into account that the administration for decision making is guided through estimated costs. That is why the objective of this research is to analyze the incidence of the costs of the solid waste collection service and the financial situation of the Public Company, Municipal Joint Massive Toilet of the Patate and Pelileo counties EMMAIT - EP, from The framework of the integral management of waste analyzed the current situation with the data through a field investigation and other exploration sources applied according to the need. The Pelileo and Patate cantons have control over the resources received from the State to comply with the budget assigned to the activities of the community waste collection service; In order to improve working conditions, optimize the route and meet the monthly, semi-annual and annual goals of the institution, responsible waste management is proposed. In this way the proposal in the research project will establish a methodological guide for the establishment of the costs incurred in the solid waste collection service, thus allowing the administration to obtain real and timely financial information for the good decision making.
