But small businesses do not perform proper administrative management, because its philosophy is based on a simple daily monitoring activities, however this does not guarantee an effective direction. This is similar problema of the gas station El Arupo, which has not formally established its mission, vision and goals, and it does not have procedures manuals, the manual is not updated functions. Also it has not established policies that regulate the activities of the different procedures; therefore there is no basis of supervision to ensure efficient management. A reason for these shortcomings this case study aims to help improve the system of internal control of the company, this model seeks to provide an optimal structure that allows to manage and control an appropriate way of resources, and these in turn contribute to the fulfillment of objectives , for it raises this model objectives are the same as management responsibility both monitoring and compliance; thus it supports the administration is creative, planner, complete and efficient; for it should emphasize the objectives to be achieved and the way how to manage your resources needed to achieve them.
