    La comunicación como elemento de fortalecimiento organizacional en el Gobierno Parroquial Santa Rosa

    Organizational Communication, is a mass communication that goes hand in hand with the transformation of states in Latin American societies and, even more, when it focuses on fulfilling the role as responsible for welfare between the rulers and peoples of different social classes. (Alfaro, 1993) . It refers to communication as a relationship for development, "the communicative is a basic dimension of life and human and sociocultural relations." Taking into account that communicating and reporting are two different actions creates confusion but in reality should not be confused because the difference is in the feedback that is sought. Communication implies interactivity, where are as information only implies information. (Freijeiro, 2011) In the province of Tungurahua, within the Autonomous Government Decentralized Rural Parroquial of Santa Rosa. There is no knowledge of the existence of a communication department that is responsible for disseminating information or generating communication about the activities carried out by the parish administration in force, so it must be taken into account that "communication is the basis for the development” (Beltrán, 2005). The Autonomous Government Decentralized Parish Rural Santa Rosa, as well as all public institutions, is obliged to keep the population informed of the activities carried out for the benefit of the inhabitants.
