    The objective of this research work is for young people from the matrix of the Pelileo canton know about the cultural values of the city and country for that through the customs, traditions, cuisine, art, etc.), the Middle East and motivate the youth in this way are able to share and interact extensively with society. It is as well as the topic for the GAD Municipal, provide positive agreements with young people and cultural groups to work on the rescue of cultural activities specifically with cinema, literature, music and painting with the creation of new Educomunicativas strategies, which will serve to improve the interaction in the social environment of the pelileños. This study allows the mass media propose programs Educomunicativos where spread different cultural activities focused on the independent scene of the city. This is why our project is based on the Educational Communication that teaches us to interact between the transmitter and the receiver for the exchange and the cultural recreation of a society. For this reason, the educational communication allows you to educate through communication because it is strategic and important way of transmitting cultural values, and the radio is one of those tools by which the pelileños has more access, therefore it is the most feasible to obtain information of the artistic events that promotes the Municipal Government of Pelileo and Sociocultural groups.
