Abstract

The investigation focuses in the analysis of the economic management resources and budget of Huambaló GAD parish, with the final purpose to examine the efficiency of the assignments made, the accrued amount from the same, and the level of satisfaction of population using tools such as surveys to the presidents of the councils and observation sheets in which the budget certificates are evaluated. The results have identified the need for the implementation of a management control system which allows to anticipate problems, control the degree of compliance with the objectives, provide the necessary information for proper decision making; maintaining a continuous evaluation through indicators to facilitate proper long-term planning , taking into account that what is not measured is not managed
