| dc.description | Public procurement is a strategic tool for promoting innovation in products and services, stimulating business competitiveness, strengthening public-private partnerships, and contributing to economic and social development. However, its implementation in Ecuador and Latin America faces significant challenges, including limited integration of innovation-oriented public policies. The objective of this research was to evaluate how public procurement influences technological development in the Ecuadorian agro-industrial sector, and to provide insights for the design of demand-side innovation policies. A quantitative methodology with an explanatory scope was applied. Cross-sectional data were collected from the National Public Procurement Service (SERCOP) platform, focusing on the Common and Special Regimes in 2023. For data analysis, procurement processes were classified according to the level of technology required in each procedure, based on the guidelines of the Oslo Manual. A binomial logistic regression model was employed. The results show statistical significance for low and medium-low technology levels. These findings align with existing empirical evidence, which indicates limited technological advancement in the agro-industrial sector. However, due to data limitations, the hypotheses for medium-high and high technology levels could not be empirically tested. In conclusion, the “type of contract” and its categories were key determinants of the technological level of the goods or services procured. Additionally, the geographic distribution of procurement processes revealed significant regional disparities. | |
