Abstract

In Latin America, taxation is characterized by a low collection rate compared to indirect taxes, which often accentuates inequality. Studies show that the regional tax structure relies more on consumption taxes than on progressive income taxes. Ecuador is no exception to this reality, since despite recent tax reforms, it still faces limitations in the redistributive capacity of its fiscal system. This research analyzes the impact of progressivity in the Personal Income Tax in Ecuador during the period 2019–2023, with the aim of assessing whether the tax system applied to employees complies with the principles of equity and tax justice. The study arises in a context where tax policy represents one of the most relevant instruments to redistribute wealth, reduce inequality, and finance public spending. However, the debate persists on whether the design of income tax in Ecuador effectively contributes to social equity or, on the contrary, generates disproportionate burdens on certain groups of taxpayers. The research problem focuses on determining to what extent the progressivity of income tax applied to salaried workers contributes to reducing socioeconomic gaps. To this end, the objectives are to analyze the normative evolution of the tax, calculate progressivity indicators such as the Kakwani index, and examine the redistributive effects during the period under study. The justification of this research lies in the need to provide empirical evidence on tax equity in Ecuador, in a context marked by economic crises, the pandemic, and tax reforms. Understanding the degree of progressivity of income tax is not only academically relevant, but also practically important, as it allows the design of public policies that strengthen tax collection without disproportionately affecting middle- and low-income taxpayers. The theoretical framework addresses both international and national background, showing how fiscal progressivity influences tax morale and the perception of social justice. Research confirms that progressive systems tend to increase voluntary compliance and the legitimacy of the tax system. In Ecuador, recent studies have analyzed the redistributive capacity of income tax, although with mixed results regarding its impact on inequality. Likewise, a historical overview of income tax is included, highlighting its main reforms and the challenges to consolidate a truly progressive scheme. The importance of the principles of horizontal and vertical equity in tax design is emphasized, as well as the usefulness of indicators such as the Gini coefficient and the Kakwani index to measure the degree of progressivity. In conclusion, this research aims to demonstrate that fiscal progressivity is a fundamental pillar for achieving greater social justice in Ecuador. However, the challenge lies in strengthening income tax without discouraging investment or reducing the tax base. The study will provide a rigorous analysis of the reforms applied between 2019 and 2023, offering recommendations to consolidate a more equitable and efficient system.

En América Latina, la tributación se caracteriza por la baja tasa de recaudación en comparación con los impuestos indirectos, lo que suele acentuar la desigualdad. Estudios evidencian que la estructura tributaria regional se apoya más en impuestos al consumo que en gravámenes progresivos sobre la renta. Ecuador no es ajeno a esta realidad, pues a pesar de reformas recientes en materia tributaria, aún enfrenta limitaciones en la capacidad redistributiva de su sistema fiscal. El presente trabajo de investigación analiza el impacto de la progresividad en el Impuesto a la Renta en Ecuador de personas naturales durante el período 2019–2023, con el objetivo de evaluar si el sistema tributario aplicado a los trabajadores en relación de dependencia cumple con los principios de equidad y justicia fiscal. La investigación surge en un contexto donde la política tributaria representa uno de los instrumentos más relevantes para redistribuir la riqueza, reducir la desigualdad y financiar el gasto público. Sin embargo, persiste el debate sobre si el diseño del impuesto a la renta en Ecuador efectivamente contribuye a la equidad social o, por el contrario, genera cargas desproporcionadas en determinados grupos de contribuyentes. El problema de investigación se centra en determinar hasta qué punto la progresividad del impuesto a la renta aplicado a los trabajadores asalariados contribuye a la reducción de las brechas socioeconómicas. Para ello, se formulan los objetivos para analizar la evolución normativa del impuesto, calcular indicadores de progresividad como e índice de Kakwani y examinar los efectos redistributivos en el período de estudio. La justificación del estudio radica en la necesidad de aportar evidencia empírica sobre la equidad tributaria en Ecuador, en un contexto marcado por crisis económicas, pandemia y reformas fiscales. Comprender el grado de progresividad del impuesto a la renta no solo tiene relevancia académica, sino también práctica, ya que permite orientar políticas públicas que fortalezcan la recaudación sin afectar desproporcionadamente a los contribuyentes de ingresos medios y bajos. En el marco teórico se abordan antecedentes internacionales y nacionales que muestran cómo la progresividad fiscal influye en la moral tributaria y la percepción de justicia social. Investigaciones confirman que los sistemas progresivos tienden a aumentar el cumplimiento voluntario y la legitimidad del sistema impositivo. En Ecuador, estudios recientes han analizado la capacidad redistributiva del impuesto a la renta, aunque con resultados mixtos respecto a su impacto en la desigualdad. Asimismo, se incluye un repaso histórico del impuesto a la renta, destacando sus principales reformas y los desafíos para consolidar un esquema verdaderamente progresivo. Se enfatiza la importancia de los principios de equidad horizontal y vertical en el diseño tributario, así como la utilidad de indicadores como el coeficiente de Gini y el índice de Kakwani para medir el grado de progresividad. En conclusión, este trabajo pretende demostrar que la progresividad fiscal es un pilar fundamental para alcanzar mayor justicia social en Ecuador. Sin embargo, el reto consiste en fortalecer el impuesto a la renta sin desalentar la inversión ni reducir la base tributaria. El estudio aportará un análisis riguroso de las reformas aplicadas entre 2019 y 2023, ofreciendo recomendaciones para consolidar un sistema más equitativo y eficiente.
