Abstract
Esta investigación realizó un estudio en el Ecuador en aplicado al Régimen RIMPE cuyo objetivo principal fue analizar la progresividad y el efecto distributivo del Impuesto a la Renta aplicado en el régimen RIMPE en el Ecuador durante el periodo 2022-2024, para dar cumplimiento a los objetivos específicos se empleó una metodología cuantitativa, de tipo descriptivo, correlacional y explicativo, utilizando datos tributarios y económicos de fuentes oficiales. Para el análisis, se usaron indicadores de desigualdad y progresividad como el coeficiente de Gini, la curva de Lorenz, el índice de Kakwani y el índice de Reynolds-Smolensky, para el análisis se realizó una comparación respecto a los contribuyentes en las diferentes provincias del país en cuanto a sus ingresos y la carga tributaria, de la misma manera. Los resultados obtenidos mostraron diferencias importantes entre provincias en cuanto a la carga tributaria y la tasa efectiva del impuesto. Además, se observó que en 2022 y 2023 el régimen tuvo características regresivas y una capacidad redistributiva limitada,
mientras que en 2024 hubo una leve mejora en la progresividad del impuesto. En conclusión, las variaciones en el efecto redistributivo estuvieron definidas por varios factores estructurales como los niveles de ingreso, el PIB del país, el grado de formalización tributaria.
Description
This research conducted a study in Ecuador the RIMPE regime, the main objective of which was to analyse the progressivity and distributional effect of the income tax applied under the RIMPE regime in Ecuador during the period 2022–2024. To meet the specific objectives, a quantitative methodology of a descriptive, correlational and explanatory nature was employed, using tax and economic data from official sources. For the analysis, indicators of inequality and progressivity were used, such as the Gini coefficient, the Lorenz curve, the Kakwani index and the Reynolds-Smolensky index. The analysis involved a comparison of taxpayers across the country’s different provinces in terms of their income and tax burden. The results showed significant differences between provinces in terms of the tax burden and the effective tax rate. Furthermore, it was observed that in 2022 and 2023 the system exhibited regressive characteristics and limited redistributive capacity, whilst in 2024 there was a slight improvement in tax progressivity. In conclusion, variations in the redistributive effect were determined by various structural factors such as income levels, the country’s GDP, and the degree of tax formalisation.
