Abstract
La presente investigación analizó la declaración del Impuesto a la Renta y su impacto en la recaudación tributaria de los contribuyentes acogidos al Régimen Simplificado para Emprendedores y Negocios Populares (RIMPE) del Ecuador durante los últimos tres años. El estudio surge ante la necesidad de evaluar la efectividad de este régimen tributario implementado por el Estado ecuatoriano con el propósito de simplificar obligaciones fiscales, ampliar la base de contribuyentes y fortalecer la recaudación tributaria nacional. El problema de investigación se centró en determinar si la declaración y pago del Impuesto a la Renta por parte de los contribuyentes RIMPE ha generado un impacto significativo en los niveles de recaudación tributaria. En este contexto, se identificaron factores como el desconocimiento normativo, limitada cultura tributaria, informalidad económica, escasa asesoría contable y frecuentes reformas legales, elementos que influyen directamente en el cumplimiento de las obligaciones fiscales y en la eficiencia recaudatoria del sistema. Metodológicamente, la investigación tuvo un enfoque cuantitativo, de tipo descriptivo, correlacional y documental. Se utilizaron fuentes estadísticas oficiales del Servicio de Rentas Internas (SRI), información histórica de recaudación y herramientas de análisis estadístico para evaluar el comportamiento del régimen durante el período estudiado. Asimismo, se aplicaron pruebas de normalidad y correlación de Spearman para medir la relación existente entre las variables objeto de estudio. Entre los principales resultados se evidenció que el régimen RIMPE permitió incrementar el número de contribuyentes formalmente registrados dentro del sistema tributario, especialmente en segmentos conformados por microempresas, emprendedores y negocios populares. Sin embargo, dicho crecimiento no siempre se tradujo en un incremento proporcional de la recaudación del Impuesto a la Renta, debido principalmente a los bajos niveles de ingresos declarados, limitada capacidad contributiva y errores en la presentación de declaraciones tributarias. Los resultados estadísticos demostraron la existencia de una relación significativa entre la declaración del Impuesto a la Renta y la recaudación tributaria, confirmando que el cumplimiento oportuno, correcto y sostenido de las obligaciones fiscales influye positivamente en los ingresos del Estado. No obstante, también se evidenciaron diferencias importantes entre los años analizados, atribuibles a cambios normativos, condiciones económicas nacionales y variaciones en la actividad productiva de los pequeños contribuyentes. Se concluye que el régimen RIMPE constituye una herramienta positiva de simplificación tributaria y formalización económica; sin embargo, su impacto recaudatorio aún presenta limitaciones estructurales que impiden alcanzar niveles óptimos de eficiencia fiscal. Por ello, se recomienda fortalecer los programas de educación tributaria, ampliar la asistencia técnica al contribuyente, mejorar la estabilidad normativa y optimizar los mecanismos de control por parte de la administración tributaria. En síntesis, la investigación demuestra que la declaración del Impuesto a la Renta dentro del régimen RIMPE sí incide en la recaudación tributaria del Ecuador, aunque su verdadero potencial depende de una adecuada articulación entre normativa clara, cultura tributaria, fiscalización eficiente y acompañamiento institucional.

This research analyzed the Income Tax declaration and its impact on tax collection from taxpayers under the Simplified Regime for Entrepreneurs and Popular Businesses (RIMPE) in Ecuador during the last three years. The study arose
from the need to evaluate the effectiveness of this tax regime implemented by the Ecuadorian State with the purpose of simplifying tax obligations, expanding the taxpayer base, and strengthening national tax revenues. The research problem focused on determining whether the declaration and payment of Income Tax by RIMPE taxpayers has generated a significant impact on tax collection levels. In this context, factors such as lack of regulatory knowledge,
limited tax culture, economic informality, scarce accounting advice, and frequent legal reforms were identified as elements that directly influence tax compliance and the efficiency of the tax system. Methodologically, the study adopted a quantitative, descriptive, correlational, and documentary approach. Official statistical sources from the Internal Revenue Service (SRI), historical tax collection data, and statistical analysis tools were used to evaluate the behavior of the regime during the analyzed period. Likewise, normality tests and Spearman correlation tests were applied to measure the relationship between the variables under study. Among the main findings, it was evidenced that the RIMPE regime allowed an increase in the number of formally registered taxpayers within the tax system, especially among microenterprises, entrepreneurs, and popular businesses. However, this growth did not always translate into a proportional increase in Income Tax collection, mainly due to low declared income levels, limited contributory capacity, and errors in tax return filings. The statistical results demonstrated the existence of a significant relationship between Income Tax declaration and tax collection, confirming that timely, accurate, and sustained compliance with tax obligations positively influences State revenues. Nevertheless, important differences were also found among the analyzed years,
attributable to regulatory changes, national economic conditions, and variations in the productive activity of small taxpayers. It is concluded that the RIMPE regime constitutes a positive tool for tax simplification and economic formalization; however, its tax collection impact still presents structural limitations that prevent achieving optimal levels of fiscal efficiency. Therefore, it is recommended to strengthen tax education programs, expand technical assistance to taxpayers, improve regulatory stability, and optimize control mechanisms by the tax administration. In summary, this research demonstrates that Income Tax declaration within the RIMPE regime does affect tax collection in Ecuador, although its real potential depends on proper articulation among clear regulations, tax culture, efficient supervision, and permanent institutional support.
