La ejecución presupuestaria y el cumplimiento de objetivos en el Gobierno Autónomo Descentralizado Municipal del cantón Pelileo

| dc.description | This comprehensive project aimed to examine the budget execution of the Autonomous Decentralized Municipal Government of San Pedro de Pelileo (GADMSP Pelileo) during the years two thousand twenty-three and two thousand twenty-four. The goal was to evaluate the degree of compliance with the established institutional objectives. For this study, information from secondary sources was utilized. This included documentation provided by GADMSP Pelileo, specifically the Annual Operating Plan and the income and expenditure budget spreadsheets for two thousand twenty-three and two thousand twenty-four. Information processing allowed for an analysis of income and expenditures, enabling the determination of budget execution by groups and departments, as well as execution in relation to strategic objectives. Finally, this data allowed for the generation of financial and management indicators. The results obtained facilitated a comparison between the two study periods. The total budget execution for GADMSP Pelileo in two thousand twenty- three was sixty-seven percent, while for two thousand twenty-four, an underexecution of fifty-seven percent was observed. In conclusion, it was determined that GADMSP Pelileo made progress in governance and inclusion, but overall budget execution decreased, especially in basic services and public works. Dependence on donations is high, and personnel expenses increased in two thousand twenty-four. Although financial autonomy is strong, the indicators of effectiveness and efficiency in income and expenditures reflect challenges in collection and budget execution. | |
| dc.description.abstract | El presente proyecto integrador tuvo como objetivo general examinar la ejecución del presupuesto del Gobierno Autónomo Descentralizado Municipal de San Pedro de Pelileo durante los años 2023 y 2024 con el fin de evaluar el grado de cumplimiento de los objetivos institucionales establecidos. Para el desarrollo de este trabajo se utilizó información proveniente de fuentes secundarias, es decir, documentación facilitada por el GADMSP Pelileo que fueron, Plan Operativo Anua y cédulas presupuestarias de ingresos y gastos de los años 2023 y 2024, a continuación el tratamiento de información permitió analizar los ingresos, gastos, obtener la ejecución presupuestaria por grupos y departamentos, así como la ejecución en relación con los objetivos estratégicos; finalmente estos datos permitieron obtener indicadores financieros y de gestión. Los resultados obtenidos facilitaron la comparación entre los dos periodos de estudio, siendo que la ejecución presupuestaria total del GADMSP Pelileo para el año 2023 fue del sesenta y siete por ciento, mientras que para el año 2024 se obtuvo una subejecución del cincuenta y siete por ciento. Como conclusión, se determinó que el GADMSP Pelileo logró avances en gobernanza e inclusión, pero la ejecución presupuestaria general disminuyó, especialmente en servicios básicos y obras públicas. La dependencia de donaciones es alta, y los gastos en personal aumentaron en 2024. Aunque la autonomía financiera es fuerte, los indicadores de eficacia y eficiencia en ingresos y gastos reflejan desafíos en la recaudación y ejecución presupuestaria. | |
