Abstract
La presente investigación analiza la auditoría forense a partir del escepticismo profesional del auditor y su incidencia en la detección de fraudes en los gobiernos municipales de la zona tres del país, el estudio surge frente a la necesidad de fortalecer los procesos de fiscalización gubernamental, tomando en cuenta que la administración de recursos públicos exige componentes técnicos capaces de identificar irregularidades, documentar hallazgos y sustentar responsabilidades cuando existen indicios de fraude. Para lo cual en el marco teórico se centra en el escepticismo profesional basándose en la teoría de Kathy Hurtt, lo cual permite comprender que el auditor forense no debe aceptar la información institucional de manera automática, sino evaluarla críticamente mediante evidencia suficiente, competente y verificable. La investigación adopta un enfoque cualitativo, de alcance descriptivo interpretativo, análisis de casos y entrevistas a cuatro auditores con experiencia profesional, dichos datos se procesan por medio del software ATLAS.ti como herramienta de apoyo para organizar y codificar la información, se analizó los presupuestos de los GAD’s durante en el año 2023 y 2024, así mismo, se dio a conocer los casos de presunto fraude en las diferentes provincias.
Los hallazgos muestran que la auditoría forense muestra ventajas en la fiscalización municipal, entre ellas la detección de fraude, la revisión de evidencia documental, la confirmación externa y la protección de la cadena de custodia, no obstante, también se identificaron limitaciones relacionadas con debilidades de control interno, presión institucional, información incompleta y demora procesal, a su vez las entrevistas evidenciaron que los auditores cumplen en gran medida con los elementos propuestos por Kathy Hurtt, como mente inquisitiva, suspensión del juicio, búsqueda de conocimiento, comprensión interpersonal, autonomía y autoestima profesional, por último el estudio propone un nuevo concepto de escepticismo profesional forense, entendido como una actitud técnica, crítica, independiente y probatoria que permite cuestionar información, resistir presiones, contrastar evidencia y sustentar los informes finales ante cualquier instancia legal.

This study analyzes forensic auditing from the perspective of the auditor’s professional skepticism and its impact on the detection of fraud in municipal governments in Zone Three of the country. The study arises from the need to strengthen government oversight processes, considering that the management of public resources requires technical expertise capable of identifying irregularities, documenting findings, and establishing accountability when there are indications of fraud. To this end, the theoretical framework focuses on professional skepticism based on Kathy Hurtt’s theory, which helps us understand that the forensic auditor should not automatically accept institutional information but rather critically evaluate it using
sufficient, competent, and verifiable evidence. The research adopts a qualitative approach, with a descriptive-interpretive scope, case studies, and interviews with four auditors with professional experience; this data is processed using ATLAS.ti software. Using this as a support tool to organize and code the information, the budgets of the GADs for the years 2023 and 2024 were analyzed, and cases of alleged fraud in the different provinces were reported. The findings show that forensic auditing offers advantages in municipal auditing, including fraud detection, review of documentary evidence, external confirmation, and protection of the chain of custody; however, limitations were also identified related to internal control weaknesses, institutional pressure, incomplete information, and procedural delays; in turn, the interviews revealed that auditors largely comply with the elements proposed by Kathy Hurtt, such as an inquisitive mind, suspension of judgment, pursuit of knowledge, interpersonal understanding, autonomy, and professional self-esteem; Finally, the study proposes a new concept of forensic professional skepticism, understood as a technical, critical, independent, and evidentiary attitude that allows for questioning information, resisting pressure, cross-checking evidence, and defending final reports before any legal authority.
