| dc.description | The General Directorate of Civil Registry, Identification and Certification is the State institution that provides services for the registration of civil acts and acts and comprehensive identification through physical and electronic channels. It has a modern computer system called SEDIP, in which citizens' data is stored. The system, which includes biometric identification, was installed in March 2021, replacing the MAGNA system, which is now used for data support and consultation. This research uses a descriptive and cross-sectional methodology because this research deals with the "Institutional culture and the quality of the service provided by the operative personnel of zonal coordination 3 of the Civil Registry, identification, identification and electronic services". The data obtained from the research conclude that in the dimension of empathy greater organization is needed since the quality service that the organization has proposed is not being executed, by there is no empathy towards users on the part of the operational staff, this generates in the user the feeling that they are well cared for and that employees are not interested in their needs. Thus, the proposal resulting from the research led me to create empathy from the employees of the operational area for users in general, so that in this way our organizational culture makes a difference with other public entities. | es_ES |
| dc.description.abstract | La Dirección General de Registro Civil, Identificación y Cedulación es la institución del Estado que presta los servicios de registro de hechos y actos civiles e identificación de manera integral a través de canales físicos y electrónicos. Cuenta con un moderno sistema informático llamado SEDIP, en el que se almacenan los datos de los ciudadanos. El sistema, que incluye identificación biométrica, se instaló en marzo de 2021, reemplazando al sistema MAGNA, que ahora se utiliza para soporte de datos y consulta. Esta investigación utiliza una metodología descriptiva y transversal porque esta investigación trata sobre la "Cultura institucional y la calidad del servicio brindado por el personal operativo de la coordinación zonal 3 de Registro Civil, identificación, cedulación y servicios electrónicos". Los datos obtenidos de la investigación concluyen que en la dimensión de empatía se necesita mayor organización puesto que no se está ejecutando el servicio de calidad que la organización se ha planteado, en virtud que no existe empatía hacia los usuarios por parte del personal operativo, esto genera en el usuario la sensación que es bien atendido y que a los empleados no les interesan sus necesidades. Así, la propuesta resultante de la investigación me encaminó a crear empatía de los empleados del área operativa para los usuarios en general, para que de esta forma nuestra cultura organizacional marque la diferencia con otras entidades públicas. | es_ES |
