In the world there is a voracious growth of the cities which, have been influencing their inhabitants at the time of moving from their homes generating that certain buildings remain abandoned without any function or use or benefit. Just as there is this carelessness in providing a new life cycle to these buildings, the visual arts have undergone changes in their level of importance, due to the lack of knowledge of art as such, the absence of concept architecture, and the lack of understanding of art as a potential in social development. For what is present research work aims to include art as an axis of change in the use of a damaged building and rescue of it, to provide adequate physical, institutional space for artists and future artists, providing a new life opportunity to the building through reuse, inviting the public to participate in experiences that awaken their senses, their thinking, and thus strengthen their social cohesion; at the same time, it gives the city a deep symbolic, aesthetic load, demonstrating that the arts in a space can contribute to society, and also drives it to new changes because art informs, educates, awakens our consciousness and possesses the ability to move the masses. A world without art would be unfair, which is why including a deteriorated space with the arts is part of a cultural heritage that must be protected, promoted and defended.

The importance of the process of design demonstrates in the identification both elements and parameters necessary for the re adjustment of a space pre-constructed which conditions support a propitious level of habitability without the need of adequacies of great magnitude, towards a new viable intention and responsive before the requirements of the inhabitants and of the design methods. The qualitative approach of the project begins by the comprehension of basic sustainability and contemporary design terms and the relation with the excessive consumption that is given nowadays and the quantitative one carries out the compilation of information obtained across surveys that present statistics and numbers necessary for a better comprehension of the user needs. The selection of the sector in which the search of the units is realized is given on the basis of parameters that do allusion to the memory - oblivion relation in which it recognized La Merced Parish, El Obrero neighborhood. The need of the population, this has had an obliged influence in finding other forms and spaces to occupy it. With the advancement of technology, abandoned buildings without a function or use have been caused. Before this the purpose is to develop a study of abandoned spaces, so that they take a new sense of use, from the needs of the community and from the historical and symbolic transcendence of the building, with an awareness of recycling in interior spaces that in the recent years has gained currency among construction professionals. It is original when it is done in a city with a Historic Center declared as heritage, Latacunga. The study is descriptive exploratory type of the internal architecture of the buildings, from the information collected is able to make a description of the variables that characterize the community, and its expression in the search of a transformation of real estate in its internal infrastructure through surveys, of which 90% consider that 86.3% must be readjusted for the operation of a Cultural Center. On the other hand, the criteria of specialists and professionals through structured interviews provide information that bases the analysis on the forms of intervention from the architectural and structural. The results clearly indicate that a study can guide the new use of a good, from the needs of society and the informative data of those who inhabited it, events that have taken place, relevance to the community; in addition, the recycling of interior spaces are all types of intervention that lead to being a quality architectural space and in a concrete way the recycling of interior spaces of abandoned buildings generates activity and cultural contribution.
