The scattered development model in intermediate cities affects territorial fragmentation and the deficit of qualified public spaces. This research formulated the Complementary Urban Plan for Public Space for the urban area of Cevallos canton, aimed at reconfiguring vacant land into a green infrastructure network integrated into the mobility system. Methodologically, the study adopted a non-experimental, crosssectional design with a mixed descriptive-propositive approach. A purposive sample of three experts was defined, and data collection included regulatory analysis matrices on management instruments, thematic cartography based on Geographic Information Systems with territorial indicators, and the discourse analysis of the specialists. The project proposal was structured into three operational phases. The first aligned the macro objectives of local instruments to catalog sector plans, programs, and projects. The second phase determined financial viability by contrasting the Annual Operational Plan, the municipal Annual Contracting Plan, and reference costs from the National Public Procurement Service. The third phase developed the technical and formal design component. The plan concluded with the geometric reconfiguration of road sections through flexible lanes and sidewalk widening under accessibility standards. Likewise, public space typologies were defined and applied to municipal properties and private land acquired through legal land management mechanisms, distributing occupancy percentages based on Nature-Based Solutions that guarantee the sustainability and autonomous conservation of the cantonal system.
