Resumen : El Gasto Público representa la participación del Estado en la economía, es una herramienta de política fiscal utilizada para dinamizar el consumo y la inversión dentro de la misma, así el Estado genera crecimiento económico destinando recursos a sus mandantes a través de educación, salud, inversión y entrega de demás servicios públicos, que hacen que un país se desarrolle y por ende sus ciudadanos tengan una mejor calidad de vida. El objetivo de esta investigación fue analizar la relación existente entre el Gasto Público y el Crecimiento Económico del Ecuador en el periodo 2005 – 2016, para lograr el objetivo de la investigación se aplicó la metodología de análisis descriptivo y estadístico, recolectando datos secundarios correspondientes a Gasto Público y el PIB real del período en mención; para la comprobación de la hipótesis se utilizó un modelo de regresión lineal con el que se pudo comprobar la relación existente, la cual indica que el Gasto Público tiene una relación positiva con el Crecimiento Económico del Ecuador, es decir a mayor Gasto Público mayor crecimiento de la economía. Sin embargo, es necesario garantizar la calidad de este gasto para que la política aplicada sea efectiva, ya que al analizar los datos se constata que la afectación del Gasto Público en el Crecimiento Económico del país se debe a que el gobierno de turno durante el período de investigación, utilizó al mismo como una herramienta de política fiscal expansiva, destinando fondos estatales en su mayoría al Gasto Público Corriente el cual generó consumo por parte de quienes lo recibieron, además de que se incrementó el Gasto Público Social debido a la cobertura en salud y educación, sin embargo el Gasto Publico no registra mayor incremento en Gastos de inversión que son los que generan crecimiento en el largo plazo, y que además mantener los niveles de Gasto durante el período en estudio se vuelve insostenible en el tiempo, concluyendo que el Gasto Publico genera Crecimiento Económico, pero que éste debe ser controlado y propender que sea Gasto que genere crecimiento en el largo plazo y no solo en el corto plazo, para mantenerlo es necesario recurrir a generación de impuestos o endeudamiento externo, para así cubrir el déficit fiscal.
Descripción : The Public Expenditure represents the participation of the State in the economy, it is a tool of fiscal policy used to dynamize the consumption and the investment within the same one, thus the State generates economic growth destining resources to its constituents through education, health, investment and delivery of other public services, which makes a country to develops and therefore its citizens have a better quality of life. The objective of this research was to analyze the existing relation between Public Expenditure and Economic Growth of Ecuador during the period 2005 - 2016, to achieve the objective of the research the descriptive and statistical analysis methodology was applied, collecting secondary data corresponding to Public Expenditure and the real GNP of the mentioned period; for the verification of the hypothesis a linear regression model was used in which it was possible to verify the existing relation, which indicates that the Public Expenditure has a positive relation with the Economic Growth of Ecuador, this means, the greater the Public Expenditure the greater the growth of the economy. However, it is necessary to guarantee the quality of this expenditure so that the policy applied is effective, since when analyzing the data it is verified that the effect of Public Expenditure on the Economic Growth of the country is due to the fact that the government of that moment during the period of the investigation, it used as an expansive fiscal policy tool, allocating state funds mostly to Current Public Expenditure which generated consumption by those who received it, in addition to the fact that Social Public Expenditure increased because of health and education coverage, However, the Public Expenditure does not register a greater increase in Investment Expenditures that generate growth in the long term, and that in addition to maintain the levels of Expenditure during the period under study becomes unsustainable in time, concluding that the Public Expenditure generates Economic Growth, but that must be controlled and tend to be Expenditure that generates growth in the long term and not only in the short term, to maintain it, it is necessary to resort to generation of taxes or external indebtedness, in order to cover the fiscal deficit.
