| Resumen : | El presente trabajo estudia sobre la Política Pública en educación superior en el Ecuador y el presupuesto de las Universidades y Escuelas Politécnicas Públicas de la Zona 3 instrumento que no ha podido entrelazarse a la Política Pública ocasionando un inequitativo crecimiento universitario ya que de las 5 Universidades y Escuelas Politécnicas Públicas de la Zona 3 de acuerdo a la categorización realizada en el año 2013, tres de ellas se encuentran en la categoría B y dos de ellas están en la categoría C, mostrando de manera parcial el cumplimiento de los criterios y estándares que aseguran la calidad de la educación superior. Además a pesar de la Reforma a Ley Orgánica de Educación Superior en la que hace hincapié sobre una autonomía responsable, es decir, a mayor calidad mayor autonomía asegurando las asignaciones de presupuesto que consten en el Presupuesto General del Estado con los incrementos que manda la Constitución, las rentas del FOPEDEUPO, entre otras consideraciones a favor de las Universidades y Escuelas Politécnicas Públicas, se ha evidenciado que en el año 2019 estás asignaciones han sido reducidas en un 10.20% en las IES de la Zona 3 en comparación al ejercicio fiscal 2018; la metodología que se emplea en la presente investigación es predominantemente cualitativo, aplicando una investigación de campo debido a que se trabajará en el lugar en donde se presenta el problema y una investigación bibliográfica de temas relacionados con el estudio. |
| Descripción : | This paper studies about the Public Policy in the Higher Education in Ecuador and the budget of the Universities and Public Polytechnic Schools of Zone 3, this instrument has not been able to interlace with the Public Policy causing an unequal university growth since of the 5 Universities and Public Polytechnic Schools of Zone 3 according to the categorization made in 2013, three of them are in category B and two of them are in category C, partially showing obedience with the criteria and standards that ensure the quality of Higher Education. In addition, the Organic Law Reform of Higher Education, which emphasizes responsible autonomy, that is, higher quality, greater autonomy, assuring budget distributions that are included in the General State Budget with the increases directed by the Constitution. , the income of the FOPEDEUPO, among other considerations in favor of the Universities and Public Polytechnic Schools, have shown that in the year 2019 these distributions have been reduced by 10.20% in the IES of Zone 3 compared to fiscal year 2018. The methodology used in this research is predominantly qualitative, applying a field investigation because it will work in the place where the problem is presented and a bibliographical investigation of topics related to the study. |
