Abstract: The cultural and creative industries are the new models of management in other parts of the world, and these are its most important characteristics. In the present study, the characteristic factors of the local discourse are proposed as an alternative for the design of purses with up-cycling, analyzing the province of Tungurahua. The research is qualitative/quantitative and descriptive. Hermeneutics and phenomenology help the interpretation of the different authors to complement the study. This approach determines the relationship between the two variables, through the use of interviews with experts in the Province, and the qualitative analysis of cases applied in other parts of the world. In the quantitative aspect, the inventory of natural and cultural attractions of the Province was used. In addition, it was concluded that it was feasible to develop the products where the culture of the culture is shown and, the material of the results is used, the step is taken to the proposal that presents an operational model of cultural products based on up-cycling. Strategic alliances are analyzed and strategies for the 4P are implemented, the I+D+i+d of the company is analyzed and the productive system of this clothing solution is established. This study aims to be an interesting contribution to the creative economy of the region in the development of handbags, the citizenship can be made aware of the importance of the reuse of residual materials, as well as the cultural identity that the Tungurahua Province.
Description: Las industrias culturales y creativas son los nuevos modelos de gestión en otras partes del mundo, y es que mediante sus características más importantes han logrado desarrollar productos y servicios innovadores. En el presente estudio propone determinar, los factores caracterizadores del discurso local como alternativa de diseño de bolsos con supra-reciclaje, analizando la provincia de Tungurahua. La investigación es de tipo cuali/cuantitativa y descriptiva. La hermenéutica y la fenomenología, ayudan a la interpretación de los diferentes autores para complementar el estudio. Este enfoque determina la relación existente entre las dos variables, mediante la utilización de entrevistas a expertos en la Provincia, y el análisis cualitativo de casos aplicados en otras partes del mundo. En el aspecto cuantitativo se utilizó el inventario de atractivos naturales y culturales de la Provincia. Además, se llegó a la conclusión de que era factible el desarrollo de productos donde esté plasmada la cultura y, se utilicen materiales residuales, dando paso a la propuesta que presenta un modelo operativo de productos culturales basados en el supra-reciclaje. Se analizan alianzas estratégicas y se establecen estrategias para las 4P, se desarrolla un análisis del I+D+i+d de la empresa y, se establece el sistema productivo del de esta solución indumentaria. Este estudio pretende ser un aporte interesante para la economía creativa de la región la elaboración de bolsos, y desea concientizar en la ciudadanía la importancia de la reutilización de materiales residuales, así como la identidad cultural que posee la Provincia de Tungurahua.
