    The present research is focused on the study and application of the regulations established for the control, consumption, treatment and rehabilitation of addicts to narcotic and psychotropic substances in Ecuador by comparing national and international legislation. The importance of the research focuses on the total application of the regulations established in legal instruments, taking into account the increase in addiction rates that have developed over the years in Ecuador, taking into account how it has been Developed a new model of government management complex and fully linked to the laws in this case that provide guarantees and are protective of rights through the new Ecuadorian Constitution. Thus, through the present investigation has been investigated with respect to the negative effects caused by addictions and how they develop and result in a public health problem that involves and requires the attention of the state and the application of the regulations Constitutional law that establishes the attention for this case. This work has been developed through the application of research strategies in order to obtain true information and collaborate for future studies of this subject.

    This Research is the new table Consep and micro-trafficking of narcotics and psychotropic substances in the province of Tungurahua. Drug addiction in Ecuador is a phenomenon that every day grows uncontrollably, at the present time there are several factors to young people and even children / as are hooks of the drug and are at the mercy of drug traffickers induce them to world of crime and physical and psychological dependence; the State, society and family are called to protect children, adolescents and creating policies, because we cannot allow crime to gain ground.Currently the consumer starts early, now is the time you should take action to protect this vulnerable group that needs priority attention.At bibliographical, documentary and empirical sources on the problem, technical advice legal advisors of the research project, material, technical and financial investigation. The research is qualitative and quantitative criteria for legal professionals, is achieved quantify the results of a cross experimental design, where data is collected; the idea to defend described and analyzed the incidence detected the problem to make legal theory based on the results, synthetic, deductive, inductive and descriptive method. Within the questionnaire survey techniques applied and modification of the sanctions provided in the table Consep is proposed.
