    The local development has allowed to combat unemployment based on identification and utilization of indigenous resources and potential of communities, neighborhoods or cities, this view is thought desirable to define local development as the process of transformation of the economy and the local society, oriented to overcome existing difficulties and challenges, which seeks to improve the living conditions of a population through determined and concerted action among different local, public and private economic actors. Establishing a process of organizing a future within the city, highlights the future the concerted effort and planning undertaken by a group of representatives, in order to optimize the human and material resources maintained in a negotiation or dialogue with decision centers economic, social and political processes which are integrated to reach the same goal it is to increase the economy.
