    Análisis y descripción de puestos como base de la selección de personal por competencias en el Consejo Nacional de Gobiernos Parroquiales Rurales del Ecuador CONAGOPARE - TUNGURAHUA

    La presente investigación se realizó en el Consejo Nacional de Gobiernos Parroquiales Rurales del Ecuador CONAGOPARE - Tungurahua, con la finalidad de contribuir a la toma de decisiones asertivas de las autoridades, potencializar el talento humano y fortalecer la gestión por procesos; a través de la identificación y establecimiento de los perfiles de puestos, con sus principales actividades esenciales, requisitos generales y competencias técnicas y conductuales, obtenidos mediante al proceso de análisis, descripción, valoración y clasificación de puestos del sector público. La metodología utilizada en la investigación tiene un enfoque cualitativo al considerar al análisis y descripción como esencia del estudio, con un diseño de investigación no experimental, observando los hechos tal como se presentan en la organización para describirlos, analizarlos y documentarlos; además se trabajó con un tipo de investigación de campo al no manipular ninguna de las variables y con un nivel descriptivo en cuanto a la recolección de información, el análisis independiente y de conjunto para determinar los perfiles de puestos. Se trabajó con una muestra intencional de 12 servidores públicos vinculados a la Institución a los cuales se les aplicó la técnica de cuestionario, instrumento que fue validado por el método de agregados individuales por el juicio de expertos, y que permitió obtener la información de la situación actual y diagnóstico futuro de los servidores públicos. Proponiendo así, una modificación a su estructura organizacional con la armonización de procesos institucionales y la implementación de instrumentos técnicos – legales, para que se pueda aplicar el proceso de selección conforme a lo que establece las leyes que regulan el sector público.

    Calzado Chavez is a company that assumes responsibility for the Orthopedic children's health and the tranquility of the parents through the offering of a product with high standards of quality and comfort, it is located in Ambato city Tungurahua province. The present project has as purposes encourage us to give our input to business and society, to take advantage of the resources, to implement new projects that will improve the global vision of business and to generate better ideas in order to increase our actual perspective about Continuous Improvement. Entrepreneurship that takes place in the footwear Chavez Company is not based only on a new innovative idea to win customer but also in the productive, economic, human capacity available. This demonstrates the feasibility of the venture through a study of market, technical and economic. With the study of market is determination and quantifies the demand and the offer with methods of collection of data, the analysis of the price with the projection of rate of inflation and the strategies of marketing above the line. The technical study determines the optimum size of the plant, the optimum location in the three sections of preparation and cutting, Assembly and finished and storage that the company owns, and the organizational structure with its respective hierarchic levels. In the study economic is used information of character monetary and is made the pictures analytical that serve of base for the evaluation economic. Based on this is the work of entrepreneurship through the creation of a new line of urban sports shoes which aims to cover a certain percentage of dissatisfied potential demand and generate a high-growth market. All this procedure is subject to an evaluation economic with the use of indicators of time present and future that will show the profitability of the entrepreneurship and it security in your investment
