Resumen : El presente trabajo de investigación tiene como objetivo determinar el impacto en el cumplimiento tributario de las microempresas, de acuerdo a las reformas emitidas en la Ley Orgánica de Simplificación y Progresividad Tributaria y los cambios que se generaron a partir de la aprobación de esta ley con el régimen general y el régimen micro empresarial. La metodología corresponde a un enfoque cualitativo, de tipo descriptivo y correlacional que se realizó con la base de datos recolectados del catastro de las microempresas del portal del Servicio de Rentas Internas. Además, es un estudio bibliográfico que analiza la Ley Orgánica de Simplificación y Progresividad Tributaria y otros fundamentos teóricos que sustentan las variables de la investigación. En cuanto los resultados de la investigación mostro cambios positivos en cuanto la recaudación del Estado, y variaciones negativas que afectan a la economía de las microempresas. Asimismo, la disminución de ingresos para el Fisco por la reducción de microempresas agentes de retención del IVA y del Impuesto a la Renta. La aprobación de las reformas de Ley Orgánica de Simplificación y Progresividad Tributaria es de carácter regresiva que perjudica más las microempresas que a las grandes empresas, por lo tanto, incumpliendo el principio de progresividad tributaria que conlleva a una desigualdad en la capacidad contributiva.
Descripción : The objective of this research work is to determine the impact on the tax compliance of micro-enterprises, according to the reforms issued in the Organic Law of Tax Simplification and Progressivity and the changes that were generated from the approval of this law with the general regime and micro business regime. The methodology corresponding to a qualitative, descriptive and correlational approach that was carried out with the database collected from the registry of microenterprises from the Internal Revenue Service portal. In addition, it is a bibliographic study that analyzes the Organic Law of Tax Simplification and Progressivity and other theoretical foundations that support the variables of the investigation. Regarding the results of the investigation, it showed positive changes in terms of State collection, and negative variations that refer to the economy of micro-enterprises. Likewise, the decrease in income for the Treasury due to the reduction of microenterprises that are agents of VAT and Income Tax withholding. The approval of the reforms of the Organic Law of Tax Simplification and Progressivity is regressive in nature, harming micro-enterprises more than large enterprises, therefore, in breach of the principle of tax progressivity that entails an inequality in tax capacity.
