Abstract: For many years in South America; trade transport, traffic of goods and people developing sub regional trade have been allowed; these have been interrupted in their operating permits because of their own private vehicles, because the Agencia Nacional de Tránsito (National Agency for Traffic and Road Safety) did not delivery to the owners of vehicles on time. It is important to study this research considering that the population is growing and it increases their communication needs and charges transportation; and people who move from one place to another by Ecuadorian territory ways; this will provide a quickly and timely service to users who do not wish to use public transport, because it has established routes and schedules. This research is important because it is supported in literature found on the web, books, magazines, documentaries, essays and observations of competent professionals in transit, mobility, decentralization and crowding information. The researcher will propose an alternative focused on the principles of security solution, efficiency, universality, accessibility, continuity and quality under the responsibility of the national land transport system and road traffic safety in coordination with the “Municipal de Ambato GADs” (Municipality of Ambato Gad's). With this paper, the researcher proposes to add a paragraph to article two requirements for the authorization of driving licenses, and this could be the tool for all drivers acquire the permissions granted by the National Transit Agency in coordination with the Gad' s.
Description: Durante muchos años en América del Sur se permite los intercambios comerciales de transporte y tráfico de mercaderías y personas que desarrollan el comercio subregional; estando sujetos a interrupciones en la autorización de operación por cuenta propia para los vehículos particulares, porque la Agencia Nacional de Tránsito y seguridad Vial no entrega oportunamente a los dueños de los vehículos. Es importante el estudio de la presente investigación considerando que la población va creciendo y conjuntamente con ello aumenta sus necesidades de comunicación y trasferencia de carga y personas que se trasladan de un lugar a otro por las redes del territorio Ecuatoriano; esto permitirá brindar un servicio rápido y oportuno a los usuarios que no desean utilizar el trasporte público que está sujeto a rutas y horarios definitivos. El presente trabajo investigativo es importante porque está apoyada en la bibliografía encontrada en la información web, libros, revistas, documentales, monografías y observaciones de profesionales competentes en tránsito, movilidad, desconcentración y descentralización. El investigador pudo plantear una alternativa de solución enfocada a los principios de seguridad, eficiencia, universalidad, accesibilidad, continuidad y calidad bajo la responsabilidad del sistema nacional de transporte terrestre tránsito y seguridad vial en coordinación con el con el Gad´s Municipalidad de Ambato. Con esto se propone añadir un inciso al Art. 2, en los requisitos para la autorización de títulos habilitantes por cuenta propia, y este sea el instrumento para que todos los conductores adquieran la autorización que otorga la Agencia Nacional de Tránsito, en coordinación con el Gad´s.
